Chapter 216: Fully Aligning with the Divine Race of Asgard
Sokovia was officially renamed Terra.
Almost none of the original two million Sokovians rejected it. On the contrary, they accepted it wholeheartedly.
They had feelings for the name Sokovia, of course. But at the same time, they had long been dissatisfied with the suffering caused by the Sokovian government's inaction and abuse of power.

Government orders faced almost no rejection from the people. Instead, they were embraced and supported with enthusiasm.
It was only a change of the country's name.
What Sokovia?
From now on, they were noble Terrans.
With the full support and embrace of the people at the bottom, and under the planning and coordination of Terra's government led by Karla's administrative team, one order after another was issued. Logistics, administration, and the warbands worked together to carry out a series of reforms and developments across all of Terra.
Large amounts of money were poured in. After taking over the vast legacy Baron Strucker had left behind, Terra was even less lacking in funds.

So the medical department still had to step in.
The civilian version of the serum, intended for universal distribution, was fixed within a specific range. It could improve immunity, health, and lifespan.
But it would not suddenly turn civilians into someone like Captain America, Steve Rogers.
The future of the Terra Empire would inevitably begin with all citizens aligning with Asgard as a baseline.
How exaggerated were Asgardians? Any ordinary Asgardian, purely in terms of physical constitution, was no weaker than Captain America—and might even surpass him.
Captain America's only advantages might be combat skill, tactical adaptability, and willpower.
But one had to remember: that was only compared to civilians who had never undergone training.
That was the terror of Asgard as a divine biological race.
An innate advantage.
For Terra to develop and stand alongside the Asgardians, it first had to erase those disadvantages.
But they could not do everything all at once. It had to be improved gradually, step by step, strengthening the people subtly over time. Because of that, research had already begun on integrating the serum into daily necessities such as food and water, allowing diluted serum to be absorbed through everyday meals and nutrients.
At the same time, basic education at the lowest levels had to be treated with special importance.
And so, a new transformation and development began throughout Terra.

Novi Grad was still buried under December snow.
But unlike the dead silence and oppression of the past, the city was now full of vitality and hope.
It was not only Novi Grad. The other three cities were the same.
Everywhere, old buildings could be seen being torn down by excavators and other heavy machinery. Temporary shelters had already been built one after another. Although they were small, they had everything necessary.
After careful planning, these shelters were somewhat concentrated and a little crowded, but that only made them feel livelier.
A new police force, formed from ordinary troops and former Novi Grad police officers who had passed background checks and reviews, patrolled every corner of the city to maintain order and stability.
Many children ran through the streets in groups, wearing the clean down jackets, pants, and shoes that had been distributed to them for free.
Dump trucks and earthmoving vehicles roared along the roads.
The streets on both sides had become ruins. Whenever an old, dangerous building was blasted apart and collapsed in a cloud of dust, the children would cheer.
Even these young children knew that they would have new homes in the future. They would not freeze in winter, nor would they lack food or warm beds.
They no longer had to worry about starving to death, or losing their homes and wandering the streets.
The adults wore thick work clothes and safety helmets. Some drove transport trucks, some operated loaders, and others pushed carts filled with concrete. Though they were tired, satisfied smiles hung on their faces.
Engineering experts who had come to guide the work could also be seen discussing plans with one another. Using holographic projection technology, they planned Novi Grad's wider road network, underground drainage system, and other infrastructure step by step.
Because of the language barrier, the Technology Department had already developed simultaneous translators, greatly reducing the problem of communication between different languages.
For the tech giants in the Technology Department, this kind of technology was far too simple.
Inside the temporary shelters, the women gathered together to cook steaming hot meals for their husbands.
They waited for the men to return from work so they could reward them with a warm meal.
Of course, there was also shouting and scolding. In a safe environment, many children finally revealed their little demon nature, running around and playing mischievous pranks.
The noise never stopped, and even the wind and snow could not cover it.
It was vivid and full of life.

Its remote location meant it wouldn't be disturbed for the time being. Eventually, however, it too would be relocated as part of the city's redevelopment.
Wanda and Pietro's parents were buried there.
When they were ten years old, Novi Grad had suffered through a battle between the rebel army and the government forces. A missile destroyed their home. Their parents died on the spot. Later, the government sent people to find and collect their parents' bodies, then buried them simply in this cemetery.
In the past, the twins had come here every year to pay respects.
They found the place where their parents were buried. The husband and wife had been laid in the same grave, because space in the cemetery was tight. There were no portrait photos on the tombstone, only two simple names.
Marya Maximoff and Georgi Maximoff.
The husband and wife had been very ordinary people.
Yet they had given birth to two children who were anything but ordinary.
When they arrived before the grave, Pietro and Wanda cleared away the surrounding weeds by hand. After wiping the tombstone clean, they stood before it.
Sorrow and memories appeared on both their faces.
