Marvel: Sign-In System – Starting with the Glint-Glint Fruit

Chapter 215: The Empire—Terra and Divine Right

It was not only America. Many other countries had also noticed what happened in Sokovia.

Although Sokovia was a tiny place, one that many nations could easily overlook, the commotion Matthew created was far too great. With the popularity of the Astartes and Raven already running high, it instantly drew the eyes of the entire world.

For a time, the world actually became unusually calm. Countries set aside other matters and focused all their attention on Sokovia instead.

America and several other nations had already sent diplomatic requests to Sokovia.

But on Sokovia's side, every message was read and left unanswered.

Matthew had no interest in playing games with them. Even if they cut themselves off from the outside, the development of more than two million people could still be supported.

Besides, Matthew was certain that those in power were practically begging him not to expand or cause trouble. Ideally, they would prefer he stay curled up inside Sokovia and never step out.

As for Sokovia itself, Matthew had already decided to officially rename it Terra.

As a loyal Warhammer fan, if anyone asked, the answer was ironclad loyalty.

Of course, the truth was that Matthew was too lazy to think of a name, and Terra sounded perfectly good.

Naturally, Reacher and the rest of the higher-ups would not object.

Fortunately, Karla's talent in management was truly SSR-level. Because she had known one of Matthew's strategies early on, she had already formed a management team long in advance.

Every person on this team had been absorbed only after extensive screening and background investigations.

These people would become officials of Sokovia and core members of Terra's government. As for the system, it would be similar to the Imperium of Man, but not exactly the same.

The system of Warhammer's Imperium of Man was that of an absolute conqueror—rule by man combined with divine right.

Power came from military force, divinity, and personal prestige.

Matthew's system was roughly the same.

His authority was unlimited and supreme. All law, military power, and divine right originated from Matthew himself.

He was the head of state, supreme commander, living god, and source of legislation. In theory, a single word from him could change the rules of the entire empire.

However, Matthew would never do that.

Emperor of Warhammer was trapped on the Golden Throne and did not handle daily governance. Matthew, on the other hand, simply trusted his people and hated trouble.

The old Emperor had no choice—he was already at the ceiling.

But Matthew was not.

His empire had only just been established. It was a newborn sun still slowly rising, and Matthew himself also needed time to improve and grow.

Naturally, Matthew could not pour his energy into matters that, to him, were a waste of time.

Reacher, Karla, Natasha, and the others all understood this very well.

Perspective determined height.

If one still looked at things from the viewpoint of an ordinary human, then monopolizing power and developing military and politics would be inevitable.

But once their vision broadened—once they knew how vast this universe was, how many other multiversal dimensions existed, and how many powerful lifeforms were out there—then many things could be properly separated.

That meant separating the military and the government.

Without a doubt, Matthew did not need to openly establish or spread faith, nor did he need to form some so-called church. He only needed to keep growing and stand as the banner high above everyone else. Most of the time, he did not need to manage anything.

But his will was unquestionably supreme.

No one could deny it.

At its core, the system was dictatorship.

Yet it was also not dictatorship.

Each department was divided in a way similar to many modern systems, separating administration from the institutions of violence.

At the same time, they could still maintain close cooperation. For example, during missions, the mission itself would take priority, and all sides would cooperate unconditionally.

To put it more plainly, Emperor Matthew would not interfere in daily administration, military deployment, or civilian management. He would only receive briefings from the higher-ups and step in as the final guarantee during major crises, institutional loopholes, high-level abnormalities, or threats from foreign enemies.

Karla was the highest person in charge of the administrative system—a pure administration, governance, and construction framework, with no independent authority over violence and no command over the army.

Under her were several core departments.

The General Administration Office would coordinate local governance across the empire, handle official appointments and evaluations, and push forward daily political affairs.

The Economic Development Department would be responsible for industrial construction, resource allocation, foreign trade planning, and infrastructure upgrades for the empire's population.

The Foreign Affairs Department could be mostly skipped for now. At the moment, it did not have much significance.

The Law and Public Security Department would formulate civilian law, maintain domestic order, handle civil and criminal disputes, and control the regular public security forces.

Within the military system, Reacher served as the supreme commander, while Natasha was the deputy commander.

Bucky had been transferred to become the Commander of the Astartes. Natasha concurrently served as the Raven Commander , though suitable candidates would be observed and selected later for reassignment to the position.

Needy's position remained unchanged. She was still the Commander of the Grey Knights.

Neagley was responsible for the information hub, coordinating the information network and cooperating with administrative and military missions when necessary.

Melina remained the highest-ranking leader of the Technology Department.

In terms of system, there was not much difference from before. It had only been divided more clearly.

These people were still the highest core of the empire.

This core group was officially defined as members of the High Council, coordinating the entire empire beneath Matthew.

Of course, the empire's territory was still pitifully small right now, but it would grow stronger in the future. For now, the important thing was to perfect the institutional framework first.

Once the empire's territory expanded in the future, they could rely on this system for later upgrades, optimizations, and adjustments. After all, many things had to change with the development of the times.

Remaining unchanged forever would often turn things into stagnant water, and could even lead to all sorts of internal chaos.

Fortunately, Matthew did not need to worry about that for now.

In truth, these systems had already been set long ago, so after occupying Sokovia, the framework could immediately be put into effect.

At the same time, Karla specifically carried out background investigations on officials from Sokovia's former government and appointed those who were clean and capable.

For example, Helmut Zemo.

During their appointments, they would also be observed—both their loyalty and their ability.

Once someone was confirmed to be qualified during this period, they would later be promoted and rewarded.

For example, with the super-soldier serum.

This thing was simply too useful. It strengthened the body, increased lifespan, and more.

The administrative class also needed healthy bodies, clearer minds, and abundant energy.

As a reward, this serum was extremely versatile.

It could be used not only to reward outstanding political achievements among administrators, but also to reward the families of administrative officials.

Who would not want their family to be healthier and live longer?

However, this serum was currently under extremely strict control. It belonged to the empire's highest internal core secrets. If any leak occurred, it would inevitably be investigated, and all personnel involved would be severely punished.

As for what would happen if this thing leaked out?

Actually, nothing much.

It was simply that whoever took possession of it would die, along with every related participant and every person who gave the orders behind them.

The severity of this secret was not something Matthew had set.

Instead, it had been set by Melina, the Technology Minister.

She understood the importance of this thing far too well. It was one of the key cores that had single-handedly created the three Warband.

It was even the foundation for the future expansion and growth of the empire.

Anyone who dared covet this thing would die.

No one would escape.

Though Melina appeared gentle and mild-mannered on the surface, she was a Black Widow who had graduated from the Red Room.

When it came to decisiveness, she was no worse than Reacher.
