The first draft did not look dangerous.
That was how Rei knew it was.
Dangerous things that arrived with teeth were easy. You could point at teeth. You could write teeth present and Daigo would volunteer to break something too early while Akiha stopped him, Tomonari found the clause that made the teeth legal, Hayato asked whether anyone had been told the mouth was there, Miyo watched the exits, Oda stamped the report, and Shoko called everyone stupid for bleeding where she could see it.
A checklist did not have teeth.
A checklist had boxes.
Boxes were worse because people trusted them.
Rei sat at the archive table before dawn with the first draft spread across six sheets, two evidence summaries, one copy of the Reform Proposal Boundary, three notes from Tokyo, and a half-finished cup of tea that had gone cold while he reorganized the same section for the fourth time.
Oda stood behind him and said nothing.
That was rarely mercy.
After five minutes, she placed a blank sheet beside his elbow.
Rei looked at it.
"What is that?"
"Funeral paper"
He looked up.
Oda’s expression did not change.
"For what?"
"For the part of you currently preparing to die inside formatting"
Rei stared.
Then looked back at the draft.
"That is excessive"
"Your subsection headings are beginning to multiply"

"Things that need hierarchy often want monarchy"
Rei stopped writing.
Oda pushed the blank sheet closer.
"Cost"
He closed his eyes.
The word had spread from Akiha into the whole room over the years until even Oda used it like a knife she had always owned.

He looked at her.

Rei let out a breath that was almost a laugh.

"I felt mockery"

He looked at the working title.
His face changed.
"Oh"
Rei said "Oda’s fault"
Daigo came closer.
"That is beautiful"
Oda’s eyes narrowed.
"Ugly beautiful"
Daigo nodded solemnly.
"Ugly beautiful"
Akiha arrived next, then Tomonari, then Hayato with water, then Miyo appearing visible in the doorway as if the concept of arrival had politely decided to give up. Shoko came last from the infirmary, hair slightly messy, eyes flat, and expression already annoyed at whatever the draft had done before she read it.
She looked at the title.
"Good"
Rei said "Not official"
"Obviously. Official documents are worse at telling the truth"
Oda made a note.
Shoko pointed at her.
"No"
"Too late"
Sakabe joined them after morning bell with the office’s preliminary template index and a formal notice confirming that the thirty-day advisory window had begun.
Thirty days.
A time limit.
An exit.
Also a hook.
Because a deadline gave work a mouth.
The first session began with scope.
Tomonari insisted.
"If scope is unclear, everything becomes emergency"
Daigo said "He says horrifying things in calm voice"
Tomonari continued "Historical harm-derived training material. That includes modules built from incident reports, field injuries, student responses, civilian survival patterns, curse behavior descriptions, composite fear routes, and medical after-action notes"

Hayato’s voice was quiet.
"And who was used"
Tomonari said "If known"
Akiha said "If not known, the unknown must remain visible"
Oda stamped the table without ink.
A warning stamp.
Tomonari corrected.

The first draft grew.
By second bell, it had sections.
By third bell, it had enough structure that Rei felt the dangerous relief of a door beginning to fit its frame.
By lunch, the checklist could hurt someone.
Not by failing.
By working.
That was worse.
Because a working tool attracted hands.
The first test came from Tokyo.
Satoru sent a package through a route that absolutely bypassed at least two administrators and possibly a wall. It arrived on the archive windowsill tied with blue string, accompanied by a note written on the back of a confiscated training schedule.

Rei looked at her.
"Medical?"
"Human. Also operational. A draft not being finished at lunch does not injure someone by dinner unless an idiot uses an unsafe module after suspension"
Sakabe said "All relevant modules remain suspended"
Oda wrote:

Rei hated that line.
That meant it needed to stay.
Akiha removed her hand.
"Now add it"
He did.
Slower.
That mattered.
At the end of the day, the draft had become Draft 0.7.
It had sections.
It had failures.
It had non-use recommendations.
It had medical halts.
It had affected-party consent criteria.
It had a paragraph called No Student Scoring By Reproduced Wound Response because Shoko had insisted on boring titles for things she wanted administrators to fear.

Rei ate.
The work was no longer his.
That was good.
That hurt.
Minimum good.
Enough to continue.
Not enough to trust.
