Chapter 456 - 455: The Emperor’s Answer

The diplomatic courier arrived at midday on the nineteenth, riding a sky-surfing blade at speeds that suggested the palace cipher office understood the word urgent even if the court rarely demonstrated it. Imperial markings. Dual authentication seals — the Emperor’s personal cipher and the Military Council’s operational stamp. Addressed to Raven of Seven Peaks and Kael Xuán, jointly.

Kael was in his office when Marcus brought the pouch. Raven arrived four minutes later because Thorne had intercepted the courier at the gate and sent a runner before the seals were even verified.

They stood on opposite sides of Kael’s desk — the same desk where he’d drafted the sixty-one-page framework that had left this mountain eight days ago. Tianlei’s blue block sat in the corner, where the boy had left it that morning before Mira took him to the children’s garden. A stack of garrison analysis notes occupied the left side. The right side was clear.

Kael broke the seals with the practiced efficiency of someone who’d been opening Imperial correspondence since he could read. Two documents inside. The first was thick — twenty-three pages, heavy parchment, the formal weight of dynastic authority in every fold. The second was a single sheet, handwritten, sealed separately with the Emperor’s private cipher.

He read the formal document first. His expression didn’t change, but Raven had spent enough time in the same room as Kael Xuán to read the small things — the way his jaw set a fraction tighter at one passage, the slight pause at another, the controlled exhale when he reached the final page.

He set it down and read the private letter. This one took longer. When he finished, he folded it and placed it in his belt pouch without offering it to her.

"The formal document first," he said. "The letter is personal."

Raven picked up the twenty-three pages.

The document was titled Imperial Directive on Eastern Population Relocation and Emergency Coordination. It bore the seals of the Emperor, the Military Council’s three trusted members Kael had identified, and the Imperial Census Bureau. It was comprehensive, precise, and exactly what Raven had asked for in every operational respect.
