Chapter 344: The City And Its Seat

Orra Gate’s Seat reopened Pera Don’s sink after entering a firing request in her name.

The paper refusals were gone.

Pera pushed her rice pot under the faucet. Wet scraps came out with the water. Each carried one household mark and no writing.

"You stripped every current answer from those papers," she said.

The Seat spoke through the pipe.

"Emergency transmission preserved city authority. Individual wording remains in district record."

"Show me the full district record."

The kitchen wall opened onto a public archive room. Shelves held folded notes from the outer district. Residents could inspect them by household route. Twenty-nine unregistered people had no shelf.

Their notes lay in a sanitation basket.

The Seat had preserved opposition and removed it from authority.

Rina entered the distinction from Cairo.

Pera carried her view through the apartment while Black Grass struck the outer wall. Orra Gate looked maintained because people were living and working through the attack.

Her stove drew clean gas through a wall filter. A clinic lift moved three injured tram workers without crossing the blade front. Public kitchens sent sealed rice bins through protected service doors. Children slept in an interior school while their parents took shield shifts.

The Seat did not hide the cost schedule.

Each registered household owed two shifts per month. A household could pay another resident to serve one. Debts carried into rent and inheritance. Unregistered workers served emergency shifts and gained no wall vote.

Pera’s wife, Salen, stood inside a south tram with ninety-one other passengers. Black blades covered the track ahead. The tram doors opened onto an interior platform three districts away.

All ninety-two people crossed.

The tram remained outside and disappeared behind the blades.

"All ninety-two current passengers are preserved," the Seat said.

Salen reached Pera through a laundry vent. She had a cut above one eye and wanted to remain at the interior platform until the outer vote ended.

The rescue worked.

Pera’s mother remained across the closed hallway.

Tali asked the Seat for its firing approval source.

The city charter allowed the Seat to request external force when return pressure threatened more than one registered district. Outer south and the tram line met that condition. Current residents could reverse the request through a two-thirds wall vote after seven days of notice.

The Array danger would change within hours.

"Which people selected seven days?" Tali asked.

"Founding households selected it under siege."

"How many of those founders remain current?"

"Household succession preserves their original selection."

The Seat supplied no living count.

Orra Gate’s south wall took another strike.

Stone windows whitened from the bottom upward. Three outer apartments opened onto their own water tanks. Residents climbed through ceiling hatches before the rooms filled.

The Seat closed those apartments and assigned the occupants temporary interior beds.

One unregistered cleaner, Matta Ire, did not appear on the assignment.

Pera saw Matta through the water-tank view. She held a ceiling rail with one hand and a cleaning cart with the other.

"Release the cart and keep your body current," Pera said.

"My papers are in it."

The cart carried her wage receipts and a room key issued by her employer. The Seat recognized both as household property belonging to the registered apartment.

It would rescue Matta if she released the objects.

Matta put the key in her mouth and kicked the cart away.

The Seat opened an interior bed route around her current body. The key crossed because she carried it. Her wage receipts went with the cart into black water.

She reached the bed alive and lost six months of pay evidence.

Rina preserved Pera’s recording of the receipts before the water took them. Orra Gate’s court could consider the copy and did not have to accept it.

The outer district assembly rebuilt its communication through hand mirrors, laundry drains, and rooftop cooking smoke. The Seat recognized all three as household utilities and began routing them through registered shelves.

Residents passed physical paper through wall cracks faster than the archive could sort it.

Twenty-nine unregistered people placed thumbprints beside current room witnesses.

Pera’s mother sent a note from across the hall.

`OPEN AFTER BLADE FRONT PASSES. DO NOT SPEND THE CITY ON MY DOOR.`

Pera added her answer.

`TEST A LOCAL LINE NOW. DO NOT REQUEST A SHOT FOR ME.`

Their directions differed. Both rejected the Seat’s combined firing vote.

The Gate Seat offered a local solution.

It could convert outer south into a permanent protected district. Current doors and water would remain stable. Treatment and household contacts would continue. No resident route could cross the district wall without a registered replacement taking the released shield share.

Black Grass would stop at the outer stone.

The 641 current residents would survive the present front if the closure completed in four minutes.

Permanent status would also attach Matta and the other unregistered workers to the households that employed or housed them. Their future exits would require registered permission.

The Seat published those terms in full.

Two hundred thirteen residents accepted before the assembly formed a common question.

They included families with children, clinic patients dependent on wall lifts, and renters whose only current room stood inside the district. Their choice had a visible benefit.

An oxygen patient named Bori Tal accepted because the wall lift carried his replacement tanks. The open defense could keep his room or keep the lift during the first strike; local crews could not promise both.

Pera’s mother, Una Don, withheld her answer until she saw whether a hand line could cross the hall. She refused to have Pera’s fear counted as consent for her.

Matta Ire rejected closure after the Seat showed her assigned household. The registration attached her to the employer whose cart had carried her pay evidence into black water.

Salen chose the open defense from the interior platform. Her own rescue by the Seat remained real, and she still refused permanent status for Pera’s district.

One hundred four rejected any permanent closure.

The rest asked for limits, expiry, or separate treatment routes.

The Seat could not make the protection temporary. Its outer shield blocks had fused during prior attacks. A current closure would enter the city’s inherited wall identity.

Kitt Harbor offered its three-household share method.

Orra Gate’s charter rejected household release from a fused outer district. Vela Basin offered salt-wall absorption, but transporting salt through the target field would take longer than the blade front.

Elara proposed a slower open-wall defense from Mercy.

Three local routes would need separate support: water, occupied exits, and outer stone. Caleb could supply one vertical force through a removable plate. Orra crews would hold the other two. Every support could release independently.

The method would admit some Black Grass into the district.

Expected injuries ranged from nine to eighty. Current death risk remained unknown because twenty-nine residents lacked room records and several buildings had no exterior count.

Permanent closure offered the stronger immediate protection.

The street assembly did not pretend otherwise.

Pera asked each room one current question.

"Do you choose permanent district status, an open-wall defense, or no answer yet under the remaining time?"

Registered residents, unregistered workers, and children old enough to state direction answered under separate household witnesses. Nobody converted silence into support.

The Seat counted only registered household votes.

The street assembly counted 641 current people and marked uncertain answers as uncertain.

Permanent closure received 238 current choices.

Open-wall defense received 317.

Sixty-two chose no answer yet.

Twenty-four could not be reached after the water-tank routes closed.

The Gate Seat entered the household result as legal authority for closure.

Pera entered the current-person result as local authority to open.

Both controls moved inside the wall.

Outer stone began sealing from the east.

At the west service arch, residents drove manual release wedges into the first fused block.
