In the cold town, on an area of about fifteen acres of land, a construction project had been going on in full swing to the surprise of many. For close to one month an a half now, the few residents that were still left in the town would pass by and linger around the boundaries of the site. They would just stand there and stare, while wondering what kind of weird looking building was about to be constructed.

They also asked themselves who was crazy enough to actually construct something on such a large piece of land in a town that had been basically declared uninhabitable by the rest of the empire.

Most of the elderly population in the town did not expect this construction to yield anything. This was not the first time that some rich individual sprung out of nowhere and decided to build here but eventually most of the construction was abandoned half way through the job. This town was filled with many such unfinished buildings. They often referred to them as ghost buildings.

The new construction had become a source of gossip for the residents of this town. When they gathered in the billiards hall or the one and only hair salon in the town, they discussed it.

When they walked to the only convenience store in the town, they discussed it. When they visited the one and only tiny hospital in the town they also discussed it. And when they saw the prison guards who rented rooms from some of the townspeople and ate food from the only restaurant in town, they would be bombard them with questions about the owner of the construction site.

This town had one of everything, from schools and hospitals to a grocery store and restaurant. It was such a quiet boring town where everyone knew their neighbor and gossip was always quick to travel.

For this reason, when Chi Lian showed up with an army of bodyguards accompanying her that morning, the news spread wide and far very quickly that the owner of the construction site had showing up.

As the foreman walked her around the site the number of people hovering close by increased. This was the era of smart phones so her pictures were taken and quickly spread around among the residents.

T4 was aware of all this because there was a drone hovering in the air above and keeping an eye on the townspeople. Chi Lian’s hearing was also quite sensitive and when she wanted to, she could focus and listen to conversations of people at a small distance away. The people of this town had no filter, they said whatever they wanted and they were loud about it.
