"Our previous operation failed spectacularly. Every single shinobi that we had sent was eliminated on the spot. We didn't even manage to get back the information that they had stolen. And the fact that they kept the culprit under tight wrap indicates that it must have been done by Danzo." One of the council members of the hidden stone war council spoke up angrily. He was talking about the failed mission of the stone shinobi in which they got annihilated by Usagi's team.
"Even though we have sent Kitsuchi with an Elite force of 5000 strong shinobi, we should not just stay back and watch. Danzo has been using his disposable pawns trying to disrupt our movement since quite a while. If we try to use just brute force then the war will drag on. Even if we achieve victory, the cost will be very high." Another council member spoke up.
"You are right. It was the main reason why I had called this meeting. We want a decisive victory against the hidden leaf with minimum losses. Even though the hidden sand is going through a civil unrest, I believe they will join us soon against the hidden leaf to turn the focus of the people on an outer enemy.
But in the meantime I wanted our forces to achieve an initial overwhelming victory over the forces of hidden leaf. Unfortunately the front line is tricky. There is this river flowing in between these two points of our border." Onoki the tsuchikage pointed at a blue marking on the map.
"Orochimaru will use his snake summons and the water style user of the hidden leaf strategically to keep our forces at bay and concentrated at one spot. This is the strategy that he had used during the second great shinobi war when the leaf forces pushed back our forces. This tactic might be old but we don't have any counter measures against it.
