And I can break free from genjutsu. But I don't know what to cast. But I have barriers that can prevent genjutsu from affecting me in the first place." Usagi replied stunning Tsunade completely.

Hiruzen read the contents of the scroll with a grim expression on his face. He was hoping that the hidden stone would take a few more days before officially declaring the war on the hidden leaf. But reality isn't always good.
"Summon Jonin commander and all the elite jounins. Tell Jiraiya to send a shadow clone in his stead. Summon the elders too. We are having a war council meeting in an hour." Hiruzen didn't even bother calling his Anbu guards from the shadows. He just ordered them and all of them vanished to fulfill that order.
He immediately wrote an official letter to the Daimyo of the land of Fire before sending it to the carrier department to take it to the fire capital as fast as possible. The reason behind the third great shinobi war was simple. At the end of the second great shinobi war, when the hidden water and the Hidden stone lost their kages to each other, the hidden leaf had taken that chance to push forward and gain a quick victory. Back then the terror of the Hanzo, the salamander, kept the new third Tsuchikage, Onoki from recklessly attacking the land of fire with a buffer zone like the hidden rain in between them. But now things have changed. The hidden stone has been preparing for war since the last decade. According to the Intel from their spies in the land of Earth, the earth Daimyo was pushing them to acquire the fertile lands of the land of Fire. On top of that, despite the hidden mist killing the second tsuchikage, it was the hidden leaf that dealt the heavy blow to the forces of the hidden stone. So their Ninjas were already eager to go to war against the leaf. But that was not the only problem. There is also the impossibility of the alliance between the hidden stone and the hidden sand. Considering currently the hidden stone has more number of Jonins than the hidden leaf and hidden cloud combined, Onoki was very confident in waging war at different fronts and still came at the top.
While thinking about how to deal with this situation, Hiruzen finished his other letters to the different important nobles in the land of Fire before finally heading towards the meeting room.
The meeting room is already filled with village elders, clan heads and Elite jounins. Since Orochimaru was already in the frontline, Jiraiya's Shadow clone and Tsunade were already there.
"As you all know, this is a war council meeting. The hidden stone village has finally declared war on us. There will be no more skirmishes on the border. Now it is a full blown war." Hiruzen paused for a moment to let everyone adjust to the new news. No one showed a surprised face. Everyone already knew that the war might break out at any moment. After gazing at everyone's reaction, Hiruzen continued speaking.
For new we have only the hidden stone village declaring War on us. Orochimaru is currently the commander of the Iwa front. That includes our border to the land of grass and the land of forest. We have already deployed 1000 shinobi under him. But it will not be enough.
