Missions for several squads tasked with clearing targets from the Assassination Manual had ground to a halt.
Bringing Fox along, he stepped into the Hokage's Office.
"Sandaime," Yellow Dog said, "since Root's collapse, the intelligence network has ceased to function.
"Entries for the Assassination Manual have stalled. Our squads have deployed on assassinations only to strike at empty air time and again.
"Root controlled the spy network. The spymasters in the major hidden villages only recognize orders from Advisor Danzo.
"But Lord Danzo cannot possibly contact so many spymasters himself. Reaching out to them is highly clandestine, and verifying their loyalty sometimes requires meeting in person.
"With the spy network unable to transmit intelligence, it not only hinders the Anbu from clearing Assassination Manual targets, but it also wastes the spies themselves.
"They risk their lives gathering intel in other hidden villages, yet the village cannot utilize it. We are doing a disservice to their sacrifices.
