The Sandaime asked Yako for his opinion on the barrier.
"Lord Hokage, Lord Yellow Dog, I believe this barrier may pose a risk," Yako said.
Inozono Yamanaka turned to look at Fox. He had to take his opinion seriously; he had been deeply impressed by Fox on the Land of Rivers Battlefield.
"Oh?" the Sandaime asked. "What kind of risk?"
"I think a jinchuriki can be viewed as someone with two souls in their body," Yako said. "The jinchuriki has a soul, and so does the Tailed Beast. If someone rashly enters Uzumaki Kushina's mind, the village is merely warning her, which isn't a big deal. But the Tailed Beast might perceive it as an offense, an invasion of its territory. Wild beasts are fiercely territorial, and a jinchuriki's body is undoubtedly the Tailed Beast's territory."
The Sandaime nodded repeatedly; Fox was right. After a moment of thought, he addressed Inozono Yamanaka.
"Fox makes a valid point, but the Nine-Tails Barrier is necessary," the Sandaime said. "As Uzumaki Kushina's strength improves, she might be able to slip past the Anbu's surveillance. Fox and the other squad captains can't follow her around forever. If regular Anbu operatives are monitoring her and she escapes, it will be troublesome. Inozono, organize a test of the Nine-Tails Barrier to see its effects and determine whether it truly provokes the Nine-Tails."
