The contents of the document were exceptionally direct: Terra would accept mutant immigrants from all over the world and would take immediate action.
As long as an individual was a mutant, they could apply for immigration to Terra.
Immigration applications could be submitted through a specially built official website, either by filling out a form or making a phone call.
