For the next forty-eight hours, Elara and her pack remained in a state of absolute, disciplined "Stealth Mode." They didn't strike. They didn't draw their daggers or let their presence be known to the wider port. To the local privateers patrolling the rain-slicked canals, the crumbling stone church was just a quiet, flooded sanctuary guarded by a blind priest and an athletic, weary bear-kin caretaker.

But inside the drafty belfry quarters, a massive, clinical visualization map was being laid out.

Elara stood before a heavy wooden table, her high-collared black uniform perfectly pressed, her white apron starched to crisp perfection. Spread across the timber surface were charcoal sketches, tide charts, and water-logged parchment maps of Brackish Bay.

Piece by piece, the pack was systematically tracking how the "cogs" of the local corruption interconnected with Captain Scurlock's machine.

"The system is completely integrated, Master," Mochi murmured, her cat tail lazily swaying as she pointed a claw at the harbor district sketches. "The dream-lotus dens in the residential alleys aren't just independent operations. They serve as the primary chemical sedative to weaken the local population before the extraction squads move in. The gold generated from those dens goes directly to funding the magical lookout gulls in the upper district."

"And the iron holding pens near the auction house are the bottleneck," Fen rumbled, her linen shirt unbuttoned down to her toned midriff as she leaned over the table. "Scurlock’s lieutenants hold the captured labor there until The Black Leviathan completes its naval cargo cycles. If we pull any single cog out of sequence, the entire mechanism will shift into a defensive configuration."

Elara’s silver-lashed eyes tracked the lines with cool, unblinking focus. Beneath her pleated skirt, her [Persistent Growth] gave a sudden, heavy thud-thud against her left thigh-high stocking. It was perfectly content, pulsing with a slow, smug morning heat that responded directly to the high-stakes tactical planning.

"Every industrial machine requires a sequence of preventative maintenance," Elara murmured deadpan, her voice a cool, pleasant melody. "We will not dismantle the engine until we have fully mapped the variables. The localized cleaning schedule must be flawless."

As the rest of the pack began to split off to clean their respective gear, Hops quietly stepped forward from the shadow of the arched stone window. Her long rabbit ears were perfectly erect, twitching slightly as she listened to the rhythmic sound of the pouring rain outside.

She looked over her shoulder, ensuring the young orphan cubs were downstairs helping Nadia prepare the morning broth, before turning her wide amber eyes back to Elara.

"Master," Hops whispered, her voice low and serious as she hopped onto a wooden crate near the table. "I’ve been watching the kids downstairs. The older ones—Kael and the fox-kin boy, Rin."

Elara didn't stop her precise task of aligning the charcoal sketches on the table. "Provide your assessment, Hops."

"They're practically invisible out there," Hops panted, her button nose twitching rapidly with tactical excitement. "Yesterday, while the city patrols were moving through the lower docks, Rin slid right through a loose timber gap in the wharf to fetch a dropped piece of fishing line. The pirate guards didn't even blink. To them, the local street urchins are just part of the background rot."

Hops leaned closer, her ears tilting forward. "Right now, they're just terrified kids trying to survive. But they know every loose plank, every hidden drainage pipe, and every guard rotation shift in the harbor. They have the natural instincts of high-tier prey, Master. If I take them under my wing—if I train them in baseline scouting, shadow-mapping, and target tracking—we can turn them into a localized intelligence network."

Elara paused, her pale fingers resting flat against the edge of the wooden map table. Her newly unlocked [Weasel’s Resolve] hummed quietly through her mind, processing the efficiency of the strategy with absolute, cold-blooded serenity.

"They are currently under the protection of a sanctuary," Elara noted, her expression an unblinking mask of clinical perfection. "The parameters of this facility forbid the direct utilization of minors for active combat deployment."

"Not combat, Master! Just eyes and ears," Hops clarified quickly, her long ears clapping together softly. "They won't ever touch a blade. They'll just be doing what they already do—sliding through the alleys—but this time, they'll know exactly what parameters to look for. They can feed us the exact coordinates for the dream-lotus dens and the holding pens without Scurlock’s lookout gulls ever registering a threat."

Elara turned her gaze toward the doorway, where the faint, warm sound of Nadia’s deep, athletic laugh echoed from the kitchen below. The bear-kin caretaker was fiercely protective of her cubs, but she was also drowning under the weight of the port's corruption.

"Your tactical methodology is sound, Hops," Elara murmured deadpan, a soft mental command causing the 'Rolling Pin' down her stocking to give a proud, approving twitch. "The integration of a localized scout unit will drastically increase our domestic workspace throughput. Begin the preliminary orientation with the older juveniles. But ensure their training remains strictly non-hazardous. The management does not tolerate sloppy workplace safety."

"Loud and clear, Master!" Hops chirped, her tail vibrating with pure excitement as she hopped off the crate. "I'll start them on shadow-mapping the alleyways behind the lotus dens before dusk!"
