Chapter 64: Food Crisis, Hunting Whales at Sea
"Has the Lord considered that without merchant caravans, his territory will become like stagnant water?"
"His actions will spread across the entire continent."
"In the future, no merchant caravans will come here anymore."
The managers of the two shops threatened Yalina.
Yalina had already discussed this with Levi beforehand, so when she heard the threats hidden between the lines of their words, she remained completely calm—confidence born from her absolute trust in Levi.
She said to the managers of the two shops, "The Lord has already said that these are extraordinary times. He will remember your contributions."
"Or perhaps," Yalina's gaze turned cold as she stared at the two men, "you are spies sent by other territories to undermine our land?"
The pressure of a Great Knight-level powerhouse stood plainly before them.
The two shop managers immediately fell silent, not daring to say another word.
They could tell that if they kept talking, Yalina would throw them straight into prison.
Even the Sea Serpent Merchant Guild and the Sword and Flower Caravan behind them would be useless.
The existence of two Great Knight-level powerhouses truly gave this territory enough confidence.
If the Silverclaw Viscount learned of this situation, who knew whether he would regret his actions?
But that was the Silverclaw Viscount's problem now.
The most important thing for them was to contact the merchant guilds and caravans behind them and report the situation.
Meanwhile, after hauling away the grain from the two shops, Yalina announced to the surrounding townspeople that the Lord's Manor would sell grain at fair prices. Fish catches could also be exchanged at equivalent value, but grain would be rationed, and each person could only purchase a limited amount per day.
The news immediately lifted the spirits of the townspeople.
Yalina continued, "As long as everyone works together and endures for one month, the food problem will be solved. At that point, everyone will be able to buy grain freely without restrictions."
Those words gave the townspeople hope again, and fighting spirit reignited in their eyes.
Someone suddenly shouted, "Praise the Lord! Thank you, Miss Yalina!"
Others quickly joined in.
"Praise the Lord! Thank you, Miss Yalina!"
"Praise the Lord! Thank you, Miss Yalina!"
The voices merged into a thunderous roar.
Looking at all those hopeful eyes, an unfamiliar emotion suddenly stirred within Yalina's heart.
...
The next day.
Dawn was just breaking in the east.
Levi had fully recovered all his Magic Power. With a thought, he chose to consume a large amount of magic power and activated Daily Intelligence Detection.
[Intelligence One: The Magic Mirror Queen is still searching for an opportunity to assassinate Snow White.]
[Intelligence Two: The Silverclaw Viscount has already learned from the spies in town that Yalina is also a Great Knight. He is now feeling somewhat regretful and fearful. He has turned his attention toward another powerful nation, but remains hesitant inside.]
[Intelligence Three: On the eastern side of your territory, midway down a sea-eroded cliff, there is a black coal seam three meters thick. Its surface is covered by rock. As long as that layer of rock is broken open, the coal seam will be exposed.]
[Intelligence Four: A high-ranking Inquisitor of the Inquisition is currently on the way to the Black Forest, but certain matters have delayed the journey.]
[Intelligence Five: Four male sperm whales are roaming the offshore waters of Hornreach. Due to the influence of certain sound waves, they have fallen into mental confusion.]
Levi's gaze swept across the five pieces of intelligence.
Intelligence One, Two, and Four held little value to him.
But Intelligence Three was different.
An almost open-air coal mine was incredibly valuable to Levi now that he was preparing to develop and build his new territory.
He decided to go take a look immediately.
Then there was Intelligence Five.
Four sperm whales suffering mental confusion from sound-wave interference?
Levi felt that he also needed to find time to head out to sea and investigate.
After pondering for a moment, he transformed into a nightingale and flew eastward.
Before long, more than ten kilometers away, he found the cliff mentioned in the intelligence report.
Using Detection, he quickly discovered the coal seam. As long as the outer layer of rock was broken away, mining could begin immediately.
The only issue was that it was located on a cliff, making development rather troublesome.
But that difficulty only applied to ordinary people.
For Levi, a Second-Ring Wizard, it was hardly a problem at all.
He flew onto the cliff, found a suitable position, and activated Gathering Technique.
One chunk of rock after another, along with sand and soil, was extracted and piled to the side.
Levi's Magic Power drained rapidly, but in exchange, a mine shaft leading directly to the coal seam was literally being "dug" out by him.
When the time came, the refugee work crews could use this mine shaft to excavate coal and transport it out.
However, coal alone was not enough.
Coal was merely an energy source. It still needed somewhere to unleash its heat and power.
When Levi had previously explored the Mist Swamp, he had discovered that beneath the swamp lay vast quantities of high-quality clay.
These materials could be used to fire bricks and become construction materials.
Of course, clay had another use as well—it could be mixed with lime and fired into primitive cement.
Because of temperature limitations, Levi could not yet produce modern Portland cement—which required temperatures of 1450°C and rotary kilns—but he could create an extremely durable hydraulic binding material that hardened upon contact with water: primitive cement.
That would already be more than sufficient for constructing breakwaters, underwater bridge piers, sturdy city walls, and houses.
Levi had no intention of feeding more than eight thousand refugees for free while letting them remain idle all day long.
That would only become a disaster.
He intended to put those refugees to work, and building a brand-new town was part of his plan.
When the new town was finally completed, those refugees would be fully absorbed into his territory and transformed into productive labor.
Now that was the kind of settlement-building game he found interesting.
Clay, coal mines, lime, and Bittervine—
A plan that was not exactly grandiose, yet still magnificent in its own way, slowly took shape within Levi's mind.
Levi pondered for a long while before transforming back into a nightingale and returning to the castle.
As morning arrived, Levi brought several clerks from the castle with him and headed toward the refugee camp outside the town.
These clerks had close ties with the former steward Mott.
But Levi truly lacked manpower at the moment. Yalina had to remain in town to oversee the daily grain rationing, leaving Levi with no choice but to bring them along instead.
After Yalina revealed Great Knight-level combat strength, those people who had been close to Steward Mott also gained strong motivation to draw closer to Levi.
This, in truth, represented the growing confidence certain people within the territory had begun placing in Levi.
Levi quickly arrived at the refugee camp.
Rune was stationed here with the vast majority of the guard force.
After all, there were more than eight thousand people gathered here. Carelessness was not an option.
Looking out across the area, he saw more than eight hundred semi-underground longhouses spread across the terrain, their mud walls forming a silent settlement beneath the morning light.
These longhouses were extremely crude. Their roofs were supported by canvas, with dried grass and broken stones weighing down the edges. Whenever the wind blew, they emitted low humming noises.
Every one of them remained open at the entrance, and inside, one could vaguely see straw bedding and clothing already laid out.
Every ten longhouses formed a unit, and each unit had two simple pit latrines constructed nearby, separated into male and female sides.
More than eighty units meant over one hundred and sixty latrines in total.
Before leaving yesterday, Levi had already issued a lord's decree: once the latrines were completed, people were forbidden from relieving themselves wherever they pleased and had to use the latrines instead.
Yet there were still some people who found it troublesome and ignored the order.
They had been caught by the patrolling guards.
And there were quite a lot of them.
At least a hundred people.
Men, women, elderly, and children alike.
All of them were being held in the central area.
Their eyes were filled with terror.
When Rune saw Levi arrive, his eyes immediately lit up. He quickly stepped forward to greet him, explained the situation, and waited for Levi's decision.
The refugees who had relieved themselves in public immediately dropped to their knees in a dark mass the moment they saw Levi approaching. Crying bitterly, they begged Levi, their lord, for mercy and swore they would never dare do it again.
Levi's expression remained cold.
He knew he could not soften his heart at a moment like this.
He had to leave them with a deeply unforgettable lesson.
Otherwise, incidents like this would only become more frequent in the future, and eventually everything would descend into chaos.
Thus, expressionless, he addressed both the offending refugees and the surrounding onlookers.
"I already told you that if you behaved well, you would receive bread, shelter, and even land."
"But if you violate orders, you will be punished!"
"No one will be exempt!"
"Since this is your first offense, each person will receive three lashes, and today's food ration will be cut in half."
"Young children are exempt from punishment. Those under six years old will not be punished."
"Children between six and ten years old will have today's food ration cut in half."
"Those older than ten will receive one lash and half rations."
After Levi announced the punishment, everyone's faces turned pale, but the heavy stone in their hearts was oddly lifted.
After all, the unknown was what frightened people the most.
Once Rune heard Levi finish declaring the punishment, he immediately ordered the guards to carry it out.
Crying rose one after another throughout the camp.
The surrounding refugees all wore uneasy expressions.
After witnessing this incident, none of them dared treat the lord's commands lightly anymore. A sense of awe toward Levi, their lord, quietly took root in their hearts.
Seeing this, Levi seized the opportunity to announce several new camp management regulations.
Most of them concerned public order.
Stealing, robbery, fighting, vandalism, and similar acts were strictly forbidden. Violators would face severe punishment, and serious offenders would be sent directly to the gallows.
Moreover, collective punishment would apply.
If the people sharing the same longhouse failed to report or stop offenders, they would also be punished together.
Levi simply did not have enough manpower right now, so he could only rule through harsh laws. Collective punishment might be inhumane, but it truly worked.
At the same time, Levi released the spiritual pressure of a Second-Ring Wizard, filling the refugees with fear and discouraging any reckless behavior.
The effect was quite good.
At the very least, all the refugees were behaving obediently now.
Afterward, Levi ordered bread and cabbage oatmeal porridge to be distributed.
That was today's breakfast.
Each person received one portion of bread and one bowl of porridge, all strictly rationed.
There was no helping it. Levi's food reserves were limited. Although he had confiscated the grain stockpiled by the two shops, it was still far from enough, so they could only eat sparingly.
One thing worth mentioning was that the hundred refugees punished for relieving themselves in public were only allowed to eat in the final batch.
As a result, each of them received less than one quarter of a normal bread portion, along with only a tiny amount of oatmeal porridge.
Many of them burst into tears.
When the others saw this scene, they felt lingering fear and became even less willing to violate Lord Levi's commands.
While the refugees ate, Levi did not remain idle.
Instead, he discussed the day's work assignments and management plans for the refugees together with Rune.
Once the refugees finished eating, they would not even have time to rest before being sent off to work.
The first group was the agricultural labor division.
This division consisted of more than 3,200 people, mostly elderly people, women, children, and the weak, along with a portion of able-bodied men.
They were assigned to reclaim the saline-alkali land south of the town, leveling it into large strip-shaped fields.
Following a structure of ten people per group, each team was required to level out thirty strip fields measuring 40 by 20 meters, then plant the Bittervine cuttings provided by Levi through stem propagation.
Although Bittervine was easy to keep alive, it still required careful tending from farmers in order to grow properly.
It had to be cared for like an infant.
Every day, they needed to keep the plants moist, provide shade, remove weeds, maintain tools during their spare time, and accumulate fertilizer while waiting for the vines to finally take root and sprout.
This work would continue for an entire month, until the Bittervine fully matured.
At that point, Levi would evaluate each group according to their production yield.
The top ten percent of groups would receive additional rewards from Levi.
As for what those rewards were, Levi did not say.
Many people in the agricultural division had spent their entire lives working the land.
At a glance, they could tell that the land Levi had ordered them to cultivate was ruined soil—devil's land where nothing could possibly grow.
But they did not dare say such things to Levi.
Levi's intimidating authority still lingered heavily over them.
They could only follow Levi's instructions, though deep down, most of them believed there would be no results.
After all, nothing could possibly grow there.
Some people therefore became perfunctory in their work.
Others, however, remained very serious.
Levi merely used Detection to take a glance and confirm that everything was still proceeding along the proper track before shifting his attention elsewhere.
His real focus lay on the engineering division.
That was the group Levi truly valued.
The engineering division consisted of 4,300 people.
Not only did it outnumber the agricultural division, but nearly all of them were able-bodied adults.
Levi personally oversaw this engineering division.
The first step was assigning labor.
One thousand three hundred people were sent to the outer edge of the Mist Swamp to excavate clay.
This was an absolutely crucial construction material.
Meanwhile, three thousand people were assigned to the mine shaft Levi had created in order to extract coal and quarry lime.
Lime was abundant along the coast.
With a casual sweep of Detection, Levi could locate large quantities of it, and it was not far from the coal mine either.
Thus, one group mined lime while another mined coal.
This was exhausting and grueling labor, so they received more food than members of the agricultural division.
Furthermore, extracting clay, coal, and lime was not an easy task.
A large number of tools were required.
Levi could not provide enough of them at the moment, so the engineering division members had to find ways to solve many of those problems themselves.
In short, nothing about this process was easy.
There were difficulties everywhere.
Every day, the engineering workers had to figure out solutions to various problems.
As a result, efficiency remained low, and the entire process was clumsy and uneven, nowhere near as smooth as the agricultural division's work.
And that was not even mentioning the military division.
The military division had the fewest people, only six hundred in total.
They were completely exempt from labor.
While the agricultural and engineering divisions worked tirelessly day and night, the military division members did not need to perform labor tasks, but instead underwent training.
Rune led a group of guards who acted as squad leaders for the military division members and began daily training exercises.
And the intensity of that training was far from low.
The military division members complained endlessly every single day.
It was truly brutal.
...
The saline-alkali land stretched white and barren in every direction, almost completely devoid of vegetation, like a dead zone where life itself had been extinguished.
At first, the refugees planted the [Bittervine] cuttings according to Lord Levi's orders, but none of them truly believed anything would come of it.
Many people thought Levi was simply being naïve.
"Ever since the beginning of creation, God already decided which lands could grow crops and which could not!" some elderly farmers muttered. "The Lord is just wasting his effort."
Some people nodded with gloomy expressions.
Others were indifferent.
"Whatever the Lord tells us to do, we do it. The important thing is that we still get bread every day."
"You fools! If the Lord realizes this land can't grow anything, do you think he'll keep giving us bread and soup every day?"
"We'll be driven away like stray dogs and forced to wander elsewhere!"
"But where else can we even go now? Sigh..."
The moment those words were spoken, the atmosphere grew heavy.
Yet a short man with freckles covering his face showed tremendous confidence in the lord.
"If the Lord is doing this, then there must be a deeper reason behind it," he declared. "If he told us to plant these things, then they'll definitely survive. We should trust the Lord."
His words immediately drew ridicule from many others.
An old man who looked particularly shrewd spoke with the air of someone experienced in life as he addressed the freckled young man.
"Mike, you're still young. You don't understand how cruel nobles can be. Once you're no longer useful, they'll abandon you without hesitation—just like the Silverclaw Viscount did."
At the mention of the Silverclaw Viscount, everyone fell silent.
The Silverclaw Viscount's actions were the best proof of the old man's words.
For a moment, the entire conversation turned heavy and oppressive.
Everyone felt lost.
If even Levi abandoned them, what would they do then?
Wait for death?
The freckled young man Mike stubbornly spoke again.
"The Lord would never do something like that."
"I can feel it. He's different from the other nobles!"
"Those things will definitely grow."
No one else even had the energy to argue anymore.
The shrewd old man was the same. He merely replied perfunctorily, "Then let's wait and see."
The freckled young man Mike fell silent.
He swore to himself that he would carefully tend those planted cuttings no matter what.
He would make them survive.
The nighttime conversation ended unhappily.
Over the following days, Mike threw himself wholeheartedly into the work.
Every morning, he was the first to rush toward the strip fields under his responsibility, carefully tending the cuttings—watering them, shading them, removing insects.
Even if they had been his own children, he could not have treated them more attentively.
This particular morning, while everyone else still slept soundly, Mike lay awake, unable to rest.
In the end, he climbed out from the foul-smelling semi-underground longhouse and headed toward the strip fields under his care.
When he arrived at his assigned fields, he habitually began inspecting what he regarded as his own territory.
Yes.
He treated those strip fields as though they were his territory, caring for them like family.
'Everything's fine... except for those bastards.'
Suddenly—
Mike's gaze landed on one of the cuttings in his field.
He discovered that it had sprouted a fresh green shoot.
He froze for a moment.
Then his expression changed drastically.
He hurried closer and carefully examined it.
He checked several times over before finally confirming it.
The cuttings the Lord had ordered them to plant in that dead land had survived and begun to take root and sprout.
Mike widened his eyes again and carefully searched through his strip fields, only to discover several more Bittervine cuttings that had also taken root and sprouted.
Only then did he realize this was not an isolated case.
It was happening everywhere.
'The Lord was right.'
Mike's face was instantly overwhelmed with ecstasy.
Unable to contain himself, he sprinted wildly back toward the refugee camp while shouting at the top of his lungs.
"They lived!"
"They lived!"
"They really lived!"
His commotion quickly attracted the patrolling guards.
Their expressions darkened, and without another word, they subdued him on the spot and escorted him to Rune.
During this period, because of overseeing the camp and conducting training, Rune looked even more disheveled than before.
Still, he did not appear exhausted.
The vitality of a Sky Knight was simply incomparable to that of ordinary people.
Even after seven straight days without sleep, Rune could still remain full of energy.
At this moment, he frowned as he looked at the short man before him.
"What are you doing?" he asked. "Do you know your behavior warrants punishment?"
"My lord, those things... they survived." The freckled Mike's heart tightened with fear for a moment, but determination quickly replaced it. Widening his eyes, he spoke to Rune.
"What exactly are you talking about?" Rune replied.
He was already preparing to order the guards to drag Mike away and give him a few lashes.
But Mike hurriedly continued.
"The things the Lord ordered us to plant—they survived. We succeeded."
"What? Plants can really grow on that kind of land?!" Rune was genuinely shocked.
Although Levi had already told him that Bittervine could survive on saline-alkali land—the so-called "devil's land"—he had always remained half-convinced and half-skeptical.
Mainly because, over the past thousand years, no one had ever succeeded.
If the land was only lightly contaminated by devil corruption, then successful planting was still possible.
But these pale white lands had already suffered extremely severe corruption. Cultivation there should have been utterly impossible.
It was not that Rune did not want to believe Levi.
But reason constantly made him doubt the possibility of success.
And now, reality stood directly before him.
After thinking for a moment, Rune said to Mike, "Take me to your strip fields."
"Yes, my lord."
The freckled Mike walked ahead and led Rune toward his assigned fields.
Then, with eyesight sharper than an eagle's, Rune Winter immediately spotted the surviving Bittervine cuttings.
And not just in Mike's fields.
Rune also discovered many surviving [Bittervine] cuttings in other strip fields nearby.
This proved that Mike's case was not unique.
[Bittervine] had truly survived.
What Levi said was real.
Rune's gaze immediately became somewhat complicated.
Looking at the freckled Mike, he praised him.
"You did well."
"Thank you, my lord!" Mike nearly jumped with excitement.
"Come," Rune said. "Let's head back. The Lord should have arrived by now. We'll report this to him."
So the two of them returned to the camp.
The castle's cooks and kitchen maids were already preparing breakfast in large cauldrons.
Levi had also already arrived at the camp.
Rune informed Levi about the situation.
Levi's expression remained calm, as though he had already expected this outcome.
His gaze landed on the freckled Mike, and though he clearly already knew the answer, he deliberately asked, "What's your name?"
"Mike."
"Lord Levi, my name is Mike," the freckled young man replied excitedly.
"Very good, Mike. Success belongs to those who are careful and persistent. You've already succeeded once, but I hope you continue persevering. Can you do that?" Levi asked.
"I can, Lord Levi!" Mike replied emotionally.
"Good."
Levi then instructed Rune, "From now on, double Mike's daily food allocation."
"No problem," Rune nodded.
"Also, catch."
Levi flicked a gold coin toward him, and it landed in Mike's hand.
"Work hard. I'll remember you."
"Thank you, Lord Levi!"
Mike became so emotional he nearly cried. He immediately dropped to his knees and repeatedly thanked Levi.
Levi waved a hand, signaling for him to stand up.
By now, many refugees had already gathered nearby.
Among them was the shrewd old man from that nighttime conversation, along with many of the others who had been present.
When they saw the rewards Mike received, their faces turned green with envy and regret.
"If only I'd worked a little harder back then..."
Unfortunately, there was no medicine for regret in this world.
All they could do was watch helplessly as Mike ate double portions of food while regret gnawed away at them from within.
And none of them dared ostracize Mike.
Because Levi's greatest reward had not been the gold coin.
It had been the words:
"I'll remember you."
That sentence meant Mike's starting point was now fundamentally different from theirs.
In the future, he might even rise to a much higher position.
Trying to isolate him now would only bring suffering upon themselves later.
On the contrary, many people already wanted to curry favor with Mike.
...
Several days had already passed since the Bittervine cuttings had been planted.
Levi had checked using Detection and found that around twenty percent of the Bittervine had already adapted to the saline-alkali land and begun taking root and sprouting.
By tomorrow or the day after, that percentage would increase dramatically, eventually stabilizing at roughly seventy-five percent.
And after one month, the Bittervine would be ready for harvest.
At that point, there would no longer be any need to worry about food shortages.
But for now—
Yalina reported to Levi, "The food consumption has exceeded our expectations."
"At this rate, I'm afraid we won't even last seven days."
Levi nodded.
In truth, he knew the more accurate figure already—
The food reserves in his possession would only last five and a half days.
"We need to think of another solution," Rune said.
"Ever since Frostfang Pass was sealed off, no merchant ships have been coming anymore. Especially after we forcibly requisitioned the grain from the Sea Serpent Merchant Guild and the Sword and Flower Caravan's shops, even fewer merchant ships will come now, meaning there's no further inflow of grain."
"Besides the fishermen who make a living from fishing, there are also many sailors and dockworkers in the territory who rely on the harbor for income. Without ships arriving, they have no earnings. Even though we're selling grain at the lowest possible prices, many of them still can't afford it."
"In the end, I had no choice but to follow your idea of 'work-for-relief'—having them clean and maintain the town in exchange for food compensation."
"Of course, even more people have joined the refugee engineering division to mine coal and lime, haul water, or cut timber," Yalina explained to Levi and Rune.
Levi's expression remained calm, while Rune frowned deeply.
In the end, the core problem was still the lack of food.
The Bittervine Levi had created represented hope, but it would still take more than twenty days before it fully matured.
Yet Hornreach's food reserves would not last that long.
Suddenly, a flash of inspiration struck Rune.
He turned toward Levi and Yalina and said, "Perhaps we could mix sawdust into the bread. Around thirty percent sawdust would let us make more bread. And if we also reduce the daily food ration for the residents by another thirty percent, we should be able to last much longer."
Both Levi and Yalina looked at Rune in astonishment.
You really are something else.
Although the method would indeed allow them to stretch their supplies further, Levi still shook his head.
"The food portions we're already giving out are extremely small. If we reduce them even further, people won't have the strength to work. Their labor will come to a halt."
"Lord Levi, to be honest, I still don't understand the purpose behind having them mine coal and lime, or dredge up clay from the swamp waterways to dry out," Rune admitted.
"You'll understand soon enough," Levi replied calmly.
This time, he did not keep them in suspense. Instead, he addressed the other two "leaders" of their so-called "three-man council."
"In the sea outside the harbor, there are four sperm whales roaming about. Those are four enormous beasts. If we can capture them, our food crisis can be greatly eased."
"Sperm whales? What are those?" Both Yalina and Rune looked confused.
"You can think of them as a type of fish, I suppose," Levi said after some thought. "Each one weighs dozens of tons and can reach dozens of meters in length."
Yalina and Rune's expressions immediately changed slightly.
"Wouldn't that make them even larger than the dragons from legend?" Rune said.
"I've never seen a dragon, so I wouldn't know," Levi replied.
"There are things even you don't know?" Both Rune and Yalina looked genuinely shocked by Levi's answer.
In their eyes, Levi had always seemed omnipotent.
Levi ignored that question and returned directly to the main topic.
"So I've made my decision, Rune."
"I'm here, Lord Levi."
"I want you to take a ship out to sea and locate those four sperm whales," Levi said.
"Creatures that large? And four of them?" Rune lacked confidence even in himself. "Besides, once we're out at sea, I won't know where to find them."
Rune looked troubled.
"Don't worry. I'll go with you," Levi said to him. "I just won't travel aboard the ship itself. I'll transform into a flying magical creature and guide you from the sky."
"In that case, I have no problem with it," Rune nodded.
Levi then turned toward the other major figure in the territory—Yalina.
"I need a ship, along with a crew of sailors familiar with operating it. We'll also need a captain. Can you handle that?"
Yalina pondered for a moment before answering, "That shouldn't be a problem."
"There are two relatively large ships docked at the harbor. We can requisition one of them. As for the sailors and captain, I'll go ask around."
"Good. Then you have one day to prepare the ship and gather the crew. Tomorrow, we sail out to hunt whales."
"As for matters within the territory, Yalina, you'll oversee everything for now."
"You can discuss things together with Odelle."
"And if anything happens, don't soften your heart."
"You're effectively sitting atop a volcano. You need to suppress everything before it erupts," Levi warned.
"Don't worry," Yalina promised him. "I'll keep the territory under control."
