Chapter 190: The First Meeting
Kai arrived at the Mayor’s building at eight in the morning and the city was already running.
That was the first thing he noticed. The secretary at the front desk was on a call and had three folders open simultaneously. A pair of hunters came through the side entrance with a dungeon report and moved past him toward the coordination office. Someone was fixing something in the hallway ceiling. The building had not paused for the announcement last night. It had kept moving because the city had kept moving.
The city did not become perfect when Authority transferred. People still had work. Problems still existed. The work of yesterday was still waiting this morning.
The secretary finished her call and looked up and immediately stood. "Authority Holder."
"Kai is fine," he said.
She nodded with the expression of someone who was going to continue saying Authority Holder internally regardless of what he asked.
Mayor Ko came down the stairs a minute later. He smiled when he saw Kai. Not the formal version. The version of someone who had been carrying something heavy and had set part of it down recently.
"Good morning," the Mayor said.
"Morning," Kai said.
"Everyone’s already up there," Mayor Ko said, gesturing toward the stairs.

The conference room had the assembled group and the specific energy of people who had been in enough dungeons together that a room of six no longer felt crowded.
Raze was leaning back in a chair. Mira was reviewing something on her phone. Lily had her notebook open. Elden had a separate notebook. Sera was standing near the window looking at the street below.
Kai came in and Raze looked up.
"Congratulations," Raze said.
"Thanks," Kai said.
"Still annoying," Raze said.
Everyone laughed. The tension that had not quite existed but had been present as a possibility dissolved.
Mayor Ko sat at one end of the table. He looked around at the group with an expression that was difficult to categorize. "This might be the strongest room Mythal has ever had," he said.
A small laugh from the table.
Lily opened her notebook to a prepared page. "I’ll explain what we currently know." She looked around. "Kai accepted Authority. The Candidate appeared and will return today. We don’t yet fully understand what Authority entails. More information is coming. For now, nothing major has operationally changed."
She paused. "We’re waiting."
Mayor Ko nodded. He looked at Kai for a moment. Then he stood.
"This city belongs to all of you now," he said. He meant it without ceremony. Then he left.

The room was quiet after the door closed.
Nobody moved immediately.
Mira broke it. "I’m surprised you told the Mayor."
Kai shrugged. "He deserves to know."
Mira nodded.
"We’ve all nearly died together," Kai said. "I trust everyone in this room. The Mayor has been running this city since before any of us knew gates existed. He deserved to know what was happening."
Raze said, "Multiple times."
Sera said, "Mostly because of you."
Raze said, "Fair."
Elden spoke. "It also speeds everything up practically. If six people understand the situation instead of one, problems get addressed faster. We’re not waiting for information to pass through one person."
Lily nodded. "Exactly."
Mira smiled. "Feels less lonely too."
Nobody said anything.
But nobody disagreed either.

Golden light spread through the room.
The Candidate appeared.
Everyone who had not met him in person before went still. Raze, who had been leaning back in his chair, straightened slightly. Mira studied him with the focused attention she gave to things she needed to understand quickly. Lily’s pen stopped moving.
The Candidate looked around at the group. He smiled.
"Good morning," he said.
Raze said, "Still a little creepy."
The Candidate chuckled. It was a genuine sound. "I understand."
He sat in the empty chair at the far end of the table and looked at everyone. "I’ll explain what I’m permitted to explain. Ask when something is unclear."
He began.
"Authority is not absolute," he said. "The Mayor still exists. The government still exists. Guilds still exist. Authority gains specific permissions that allow the holder to influence direction. It does not replace what was already working."
Kai said, "I don’t replace the Mayor."
"No. He manages. You guide. He handles administration, budgets, daily coordination, employees. Authority changes direction. Sets priorities. Opens doors that would otherwise take much longer to open."
Elden was already writing. "Infrastructure projects. Approval timelines."
The Candidate looked at him. "Authority can approve projects faster and redirect existing resources. It cannot create resources from nothing. The city’s capacity is still the city’s capacity."
Elden nodded. Still writing.
Lily said, "Research?"
"Authority can authorize city-wide research programs. Open restricted archives. Allow data sharing between guilds and organizations that would not normally cooperate. Fund long-term projects that have no immediate return."
Lily’s pen started moving again.
Mira said, "Guild relationships?"
"Authority cannot command guilds," the Candidate said. "It earns cooperation. If enough trust exists between the holder and the guild community, guilds will follow direction voluntarily. The moment it becomes compulsion, that trust breaks."
Mira said, "So it only works if people actually believe in it."
"Yes," the Candidate said.
Mira nodded. "I like that answer."
Raze said, "Hunter welfare. Compensation. Families."
"Authority can establish systems. Insurance frameworks. Compensation structures. Recovery programs. Training access." He paused. "None of those appear automatically. Someone must design them. Someone must run them. Authority creates the permission and the resources. The people in this room create the actual structure."
Raze looked at Kai. "That’s mine."
"Yes," Kai said.
Sera said, "Hunter conflicts. Disputes. Accountability."
"Authority may establish neutral organizations with recognized standing in the city. Organizations that exist outside individual guild structures and answer directly to the city’s interest." He looked at her. "If the city accepts them."
Kai glanced at Sera. She looked back at him.
Kai said, "What’s the limit?"
The Candidate paused. He smiled. "The city."
Silence.
"Authority grows with the city," he said. "Better conditions. Greater trust. Greater cooperation. Greater possibilities. Nothing is fixed permanently. The ceiling rises as the city rises."
Raze whistled. "That’s dangerous."
"Very," the Candidate agreed. "It means bad decisions shrink the ceiling as well. Authority can diminish. It is not permanent by default."
Lily wrote something and underlined it.
The Candidate stood.
Before the golden light returned, he said, "One piece of advice."
Everyone watched him.
"Do not try to solve everything." He looked at each of them in turn. "Cities collapse when leaders chase every problem simultaneously. Choose one. Begin there. Build momentum."
Then he was gone.

The room was quiet for a moment.
Kai said, "So. What’s first?"
Everyone answered immediately.
Lily said, "Education."
Mira said, "Guild cooperation."
Raze said, "Hunter families."
Elden said, "Infrastructure."
Sera said, "Conflict resolution."
Kai looked at all of them.
"We’re not choosing today," he said.
They looked at him.
"Today we make plans," he said. "Tomorrow we argue about which one goes first."
Everyone laughed.
Then the table became busy.
Lily was drawing a chart before anyone else had fully settled. Elden had a district map out and was sketching something on it. Raze was talking through ideas out loud and Mira was improving most of them before he finished the sentence. Sera was asking questions that identified the problems in each plan before anyone had noticed the problems.
Kai watched all of this for a moment.
Then he pulled his chair in and joined.
For months they had gathered in rooms to prepare for dungeons. Different room now. Different table. Different stakes.
But somehow it did not feel that different.
