Chapter 189: One Person Can’t Build a City
The room was the same as it always was.
Same walls. Same shelves. Same cracked cup on the table. Same ambient glow from the stone.
The Candidate was sitting in his usual position when Kai appeared. He looked at Kai for a moment and then smiled.
"Welcome back," he said.
Kai nodded.
He did not immediately ask anything. He looked around the room for a moment, then sat down, and was quiet.
The Candidate watched him. Something had changed in the quality of Kai’s silence. The previous visits had been filled with questions building toward the next question, the specific energy of someone moving through information as fast as they could absorb it. This was different.
Kai was thinking. Not searching. Thinking.
"Something is bothering you," the Candidate said.
"Yes," Kai said.
The Candidate waited.
Kai looked at the shelves. At the notebooks. At the photograph in its usual place.
"I don’t think I can do this," he said.
The Candidate did not respond.
"Not because I’m scared," Kai said. "Because I don’t think anyone should do it alone." He looked at the floor. "Running a city is too much for one person. It’s too many variables, too many different kinds of problems, too many things that need someone’s full attention simultaneously." He looked up. "Nobody can do all of that well."
The Candidate was quiet.
Kai kept going.
"I’ve fought alongside Mira. I’ve watched how she thinks about people, how she sees communities as the thing worth protecting rather than the buildings or the rankings." He paused. "I’ve watched Raze figure out that what bothers him isn’t that hunters die. It’s that their families lose everything when they do, and that’s a different problem with a different solution." He paused again. "Lily sees systems that other people don’t see. Elden builds frameworks that outlast any single person. Sera understands how power causes damage to the people who aren’t holding it."
He smiled.
"They’re all better than me at different things," he said. "So I don’t want to do this alone."

The Candidate looked at him for a long moment.
He did not look confused. He did not look like he was waiting for Kai to arrive at the obvious answer. He looked, for the first time since Kai had been coming to this room, genuinely caught off guard.
"You would share Authority?" he said.
"If I can," Kai said.
"Why."
Kai thought about this. "Because I trust them. And because they all wanted this for real reasons. Mira wanted to protect communities. Raze wanted to protect hunters’ families. Lily wanted better futures for people starting from the bottom. Elden wanted to build things that outlasted anyone in particular." He looked at the Candidate. "Those are all good reasons. I don’t want to just cancel them out by winning."
He paused.
"And honestly," he said, "I’d rather be clearing dungeons."
The Candidate was quiet for a moment.
Then he smiled. Not the tired version or the sad version. The real one, the one Kai had seen very rarely in this room.
"Interesting," he said.

Kai looked at him. "Can you bring them here?"
The Candidate blinked.
"Mira. Raze. Lily. Elden. Sera," Kai said. "If what happens next affects the city, they should hear it too. Not secondhand from me later. Here."
The Candidate was quiet for a longer moment than most of his pauses. He was not searching for an answer. He was checking something internally, some constraint or rule that Kai could not see.
"Normally," he said slowly, "that wouldn’t be permitted."
He looked at Kai.
"But." A very small smile. "You are the Authority Holder. Your request carries priority."
Golden light spread through the room.

They appeared one after another.
Raze arrived first and immediately looked around with the alert expression of someone who had appeared somewhere unexpected and was assessing it. "Where are we?"
Mira appeared and her attention went directly to the Candidate. She studied him with the focused observation she gave to things she had not encountered before.
Lily appeared and began looking at the room itself. The shelves, the notebooks, the stone construction, the ambient glow. Cataloguing.
Elden appeared quietly and stood still for a moment, taking in everything before moving. Systematic.
Sera appeared and walked over beside Kai without saying anything first. She looked at him. "You look like you’ve already started thinking."
"A little," he said.
The Candidate let everyone settle. He looked around at the group with the expression of someone seeing something they had not expected to see and finding it worth looking at.
Then he said, "Congratulations." Quiet. Genuine.
Everyone acknowledged this.
He explained the situation briefly. Authority had transferred. Kai was the confirmed Authority Holder. The guide period had begun. He could not remain indefinitely. He was present only temporarily.
Lily asked two questions. The Candidate answered one of them.
Raze asked a question. The Candidate declined to answer it but did so in a way that communicated respect rather than dismissal.
Before anyone could ask more, Kai spoke.
"I have an idea."
Everyone looked at him.
He rubbed the back of his neck. "I don’t want to run this by myself."
Raze blinked.
Mira blinked.
Lily looked at him with the expression of someone recalibrating.
Kai kept going. "Every one of us fought because we wanted to fix something specific. Every one of you had good reasons. I don’t want to just absorb all of that by winning." He looked around the room. "So let’s not do that. Let’s keep doing what we were already trying to do. Just together."
Nobody said anything immediately.
Elden’s expression was the one he wore when something confirmed something he had been thinking for a while.
"So," Kai said. He looked at Lily. "What do you want to work on?"
She answered without hesitation. "Education. Hunter training programs. Research access. Building better conditions for the next generation of hunters rather than just the current ones."
Kai nodded. "Okay."
He looked at Mira.
"Guild relationships," she said. "Community support structures. Making sure guilds are actually cooperating instead of competing in ways that hurt everyone."
Kai nodded. "Sounds right."
He looked at Raze.
Raze was quiet for a moment, which was unusual for him. "Hunter welfare," he said. "Families. What happens when someone doesn’t come back. Death compensation. Recovery support. The stuff that falls through the cracks because everyone’s focused on the next gate."
Kai nodded.
He looked at Elden.
"Infrastructure," Elden said immediately. "Logistics. Emergency response frameworks. Planning that doesn’t depend on whoever happens to be in the room that week."
Kai smiled. "Exactly what I expected."
He looked at Sera.
She thought for a moment. "Conflict resolution," she said. "Hunter disputes. Accountability for people with power. Making sure that power doesn’t hurt the people who aren’t holding it." She looked at him. "The guild you mentioned."
"Yes," Kai said. "That."
Everyone looked at Kai.
"What about you?" Lily said.
Kai scratched his cheek. "I’ll approve everything."
Silence.
Raze started laughing. "You made everyone else do the paperwork."
"That was the plan," Kai said.
Everyone laughed.
Then Kai let the laughter settle and became more direct. "No. Genuinely. Every decision still comes through me. I’ll read everything. I’ll make the final choice. But I don’t want to make those choices in a room alone." He looked around at them. "I want all of you arguing with me. Telling me when I’m wrong. Pushing back when something doesn’t make sense."
The room was quiet.
"I’ve watched every one of you make good decisions," Kai said. "Mira with the city’s communities. Lily with the data. Elden with the plans. Raze with the things nobody else thought to look at. Sera with the problems that appear after you think you’ve solved the obvious ones." He looked at all of them. "I’m not going to become Authority and stop listening to people who are better than me at specific things."
Silence.
The Candidate had not moved. He was watching all of this from his position against the wall with an expression that had not been present in any of Kai’s previous visits.
"Interesting," he said.
Everyone looked at him.
He seemed to be considering how to say something. "Every previous Authority Holder who I have known of or learned about sought capable people to carry out their decisions." He paused. "You’re proposing something different."
"Partners," Sera said.
"Yes," the Candidate said. He was quiet for a moment. "That." He looked at Kai. "That has not happened before."
Golden light began spreading through the room. The same quality as before, the signal that the session was ending.
Before it reached everyone, the Candidate spoke one more time.
"Then perhaps," he said, "this city will show us something new."
The light completed.
Kai was back in the apartment. The others appeared around him almost simultaneously, the group of them suddenly present in a living room that had not been expecting to hold six people.
Raze looked around. Then at Kai. "Meeting tomorrow?"
Kai laughed. "Meeting tomorrow."
Everyone nodded.
Sera looked at Kai for a moment. Then at the others. Then back at the window showing the city outside.
For the first time since the Authority selection began, the answer to what came next was not one person’s decision.
It was six people’s.
