Raven found Kael and Shen Wuyan together in the command center three hours after the lightning stopped.

Kael was standing at the formation display, not looking at it. His hands were flat on the table, and his face held the particular blankness of someone whose mind was working too fast for his expression to keep up. Shen sat in the corner chair, dark hair loose around her shoulders, ancient eyes fixed on a point in the middle distance that didn’t correspond to anything in the room.

Neither had spoken when Raven entered. Both looked up.

"I’m calling an assembly," Raven said. "Full population. One hour."

Kael straightened. "The people are scared."

"I know. That’s why I’m talking to them before the rumors finish what the lightning started." She crossed to the table. Veyr’s pommel pulsed a steady silver — calm, grounded, the sword reading her composure and reflecting it. "The formation crystal screens — the ones Silas developed for image transmission. You distributed several during your diplomatic mission."

"Three to the allied families. One to Commander Drake." Kael paused. "And one to my father. The Emperor has one in his private study."

"Good. Send a message. Tell him I strongly recommend he watch what I’m about to say." Her voice carried no warmth toward Kael, but no edge either — the particular temperature of a leader giving operational instructions through a useful channel. "Not a request. Not a demand. A recommendation. From one head of state to another."

Kael didn’t hesitate. He pulled a relay crystal from his belt and began composing the message. Whatever complicated history existed between him and the woman across the table, he understood when something mattered more than personal dynamics.
