Chapter 261: The Two Dragons



The transition of power was absolute and immediate.

The air in the penthouse was still. It smelled like clean linen, whiskey, and the faint trace of Li's perfume that had been in the curtains for weeks. The city lights came in through the floor-to-ceiling glass. Neon red, gold, blue. They moved slowly across the marble floor.

With Han exiled and Lin in police custody, the remaining lieutenants of the Iron Fists and the Jade Tigers surrendered unconditionally to the Golden Koi. They handed over their ledgers, their weapons caches, and their street-level operations.

I could hear it in the reports. The sound of metal cases opening. _Click._ The rustle of paper. The heavy _thud_ of duffel bags full of guns being set down. No gunfire. No shouting.

In less than three weeks, Li Bai had gone from a struggling Matriarch fighting for survival in the Outer Harbour to the undisputed sovereign of Macau's lower districts.

I stood on the balcony of the penthouse, looking out over the city. The night was cool. The railing was cold metal under my hands. The wind moved my jacket slightly.

The neon lights of the Cotai Strip reflected off the dark water of the harbor. The water was black and glassy. It broke the lights into long, wavering lines. The city felt different now. It didn't feel like a hostile environment. It felt like territory I owned. The air felt like mine.

Li stepped out onto the balcony, handing me a glass of expensive whiskey. The glass was heavy and cold. Condensation was already forming on the outside. It touched my fingers.

She was wearing a stunning, backless black evening gown. The fabric was smooth. It caught the light. Her dark hair was down. It fell over her shoulders and down her back. She looked radiant. The heavy burden of constant survival was completely lifted from her shoulders. You could see it in how she stood. Her back was straight. Her face was loose.

"The final integration reports came in from Vivian Chau," Li said, her voice soft and melodic in the cool night air. It barely had to rise to reach me. "The Jade Palace is processing the revenue from the northern and southern districts. Mei-Ling Zhao has secured the commercial real estate. The Golden Koi's monthly income has increased by eight hundred percent and we have you to thank for that."

Eight hundred percent. The number sat in my head.

"We built a fortress," I said, taking a sip of the whiskey. It burned going down. Smooth, then heat. Oak and smoke.

"You built a fortress," Li corrected, stepping closer and resting her hand on my chest. Her palm was warm through my shirt. I could feel the weight of it. "I was drowning, Noah. You pulled me out of the water and gave me an empire."

Her voice was quiet. There was no performance in it.

She looked up at me, her dark eyes filled with absolute devotion. The System had registered her submission weeks ago, but the reality of her loyalty was far more profound than a digital notification. It was in the way her hand didn't shake. It was in the way she didn't look away. She was completely mine.

"The Four Dragons are gone," I murmured, looking past her toward the distant, fog-shrouded peaks of the Coloane hills. They were dark against the sky. Just a heavier black. "But the board isn't clear."

Li followed my gaze, her expression sobering slightly. The light went out of her eyes a little. "The Imperial Mountain."

The words hung in the air between us. The wind moved again.

"I gave the Empress what she asked for," I said. "A bloodless coup. I dismantled two entrenched syndicates without firing a shot in public, without drawing the mainland military, and without causing a single civilian casualty."

My voice was even. But underneath it I could feel the calculation running.

"You proved that you can control the machine," Li said.

"I proved that I'm dangerous," I corrected.

Song Mei allowed the Four Dragons to exist because they were weak and divided. They were a buffer. A problem she could ignore. But the Golden Koi wasn't weak, and we weren't divided. We were a massive, unified, highly profitable syndicate.

I set the whiskey glass down on the balcony railing. The glass made a soft sound. _Tink._

"She won't view us as a buffer anymore, Li," I said, my voice dropping to a low, serious register. The air felt colder. "She'll view us as a rival. The game of minds is over. The cold war is about to begin."

The city below kept glowing. Indifferent.

"Then we will fight a cold war," Li said fiercely, her grip tightening on my jacket. The fabric pulled. "We have the money, we have the police, and we have the streets. We are not afraid of the mountain."

Her voice didn't shake.

I looked down at her, a dark, predatory smile touching my lips. It was small. Just the corners.

"We aren't going to fight a cold war," I said softly. "We're going to win it."

The night was quiet. Somewhere far below, a car horn sounded once and then stopped.

I pulled her flush against my chest. The silk of her dress was cool against my hands. Her body was warm. She melted against me instantly, her arms wrapping around my neck. Her hair smelled like jasmine and something expensive.

I captured her lips in a deep, bruising kiss. Her mouth was soft. She tasted like whiskey. Her body surrendered completely to the heat and the power of the moment. The city, the syndicate, the mountain — all of it fell away for a few seconds.

When we broke apart, her breath was unsteady. Mine was too.

The proxy war was finished. The lower districts were conquered.

Tomorrow, I would turn my eyes to the Empress.

The glass on the railing caught a piece of neon and threw it back.
