Chapter 305: Too Big To Fail
The command center was dead silent after Ethan escorted Vance out to the ferry terminal.
The door had closed twenty minutes ago. No one had spoken since.
Li stood by the primary monitor, her arms crossed tightly over her chest. The blue light from the screens reflected in her eyes. She looked like she hadn't slept in days.
"If the federal regulators expose the Julian Croft persona," Li said, breaking the silence. Her voice was low. "the Golden Koi loses its leverage over the Trust. The Empress will reclaim the political shield, and she will use the municipal government to crush us. She'll freeze our accounts. She'll revoke our gaming licenses. She'll send the police and tax bureau into every warehouse, every club, every front company we own. Forty-eight hours, Noah. That's all we have before this whole thing unravels."
I didn't answer right away. I was staring at the map of the Cotai Strip on the wall. Red pins for Song Mei. Blue pins for us. The red was still winning.
"We have forty-eight hours before the auditors arrive from Beijing," I said finally. "We can't stop a federal investigation with street soldiers or blackmail. You can't shoot an auditor. You can't intimidate a government agency. You can't pay them off fast enough."
"How do you stop the federal government?" Claire asked over the comms. Her voice was laced with anxiety. She was monitoring from the Jade Palace, running three screens at once. "We don't have that kind of reach, Noah. We're a syndicate, not a country."
"You don't stop them," I said. I turned away from the map. "You make them complicit."
Everyone looked at me.
I turned to Li. "The Empress is using the audit because she believes Julian Croft is an isolated, foreign investor. A rich guy with dirty money who can be sacrificed. If he goes down, the only casualty is the Golden Koi. No one else gets hurt. The city moves on and Song Mei looks like a hero for cleaning up corruption."
Li nodded slowly. She was following. "So we change that narrative. We make him not isolated."
"Exactly," I said. "We need to make Julian Croft too big to fail. We need to embed him so deeply into the legitimate infrastructure of Macau that exposing him would destroy the city's economy. The Mayor, the Chamber of Commerce, the construction unions, the hospitals... they all need to have a reason to fight that audit with us. They need to need that money."
"How?" Li asked.
"Philanthropy," I said. A cold, calculating smile touched my lips. "And massive, undeniable public exposure."
I tapped my earpiece. "Nia, you up?"
"Always," Nia answered immediately. I could hear her keyboard in the background. "What's the play?"
"I need you to draft a press release," I said. "Julian Croft is hosting a major philanthropic gala tomorrow night at the Wynn Macau. Black tie. Press invited. He is announcing a fifty-million-dollar charitable donation to the Macau Municipal Infrastructure Fund. Specifically earmarked for the revitalization of the Outer Harbour's public schools and hospitals. Name the schools. Name the hospitals. Put numbers on it."
There was silence for a second.
"Fifty million dollars?" Ethan choked out. He had just walked back into the command center. He was still wearing his tactical gear, vest half off. "Noah, that's half of our remaining liquid reserves. The cash we just laundered out of the Trust and moved into Croft Holdings."
"It's the cost of survival," I said. "Cheaper than fighting a federal audit and losing everything. Cheaper than losing Macau. Besides that is all we can do, if you have a better plan im all ears my friend. But if you don't then let me do the planning, "
I kept going before anyone could argue.
"Nia, send the press release to every major news outlet in Asia. Reuters, Bloomberg, SCMP, CCTV, TVB. Leak it to the financial bloggers too. Then, I want you to personally invite the Mayor of Macau, the Chief of Police, and the head of the regional federal regulatory board. Call their offices directly. Tell them Julian Croft wants to present the check to them on live television. He wants it to be a public-private partnership announcement. He wants photos."
"Nia," Li said quietly, "are you seeing this?"
"I'm seeing it," Nia murmured. I could hear her processing. "If you put the Mayor and the federal regulators on a stage with Julian Croft, and hand them a fifty-million-dollar check for public infrastructure..."
"They become my partners," I finished. "Their names are on it now. Their photo ops. Their political careers."
"If the Empress tries to trigger an audit that freezes Julian Croft's assets," Nia continued, "she won't just be attacking a foreign investor. She'll be freezing the funds that are supposed to build schools and hospitals. The Mayor will fight the audit tooth and nail to protect his political career. The construction companies will lobby against it because it's their contracts. The hospital boards will scream. The federal regulators won't want the public relations nightmare of rejecting a massive charitable donation and delaying critical infrastructure. They'll have to find a way to look the other way."
"It's a political human shield," Li said. Her eyes widened in awe. "You're wrapping Julian Croft in the entire city. You're making the city defend him."
"It's checkmate," I corrected. "Song Mei wants to use the government against us. So we make the government need us more than they need her. We make hurting us hurt them."
Ethan was still staring at me. "Fifty million, Noah. That's real money."
"Money we can make back," I said. "We can't make back Macau if we lose it."
I walked to the side table and picked up the tuxedo bag Ethan had brought in earlier. Midnight blue. Tailored.
I looked at Li, then at Ethan, then at the camera where I knew Claire and Nia were watching.
"Get the tuxedo ready. Julian Croft is about to become the most beloved man in Macau."
