The empire isn't the problem, since the demonic country is holding them back, but the problem are fanatics.

The demonic kingdom needs to deal with the fanatic ASAP or the empire will break through and cause unimaginable damage.

Not only that, with a discovery of that laboratory, the image of the fanatics changed.

They were now consider a real threat that can destroy this kingdom if not dealt with properly.
