Proclaimed in the name of the Stars, within the Li Ming Imperial Capital.

The Emperor, son of York Smith Dragon Court, the One Chosen by All Races, hereby proclaims to all Races:

From this day forth, from the Dawn Mountain Range to the Dark Strait of the Karte World, all lands upon which the stars shine shall be the sacred territory of the Star Empire.

The ancient wisdom of the Elves, the fiery passion of the Demon Beasts, the blood-roaring war songs of the Beastmen, the alliance codex of the Human Race—all are forged into an immortal covenant under the watch of the Dragon Court.

This was Lince’s 476th day since arriving on the Karte Continent.

The Star Empire had finally been established.

The Empire was centered around the great Imperial Capital, an expansion of Dawn City, and directly governed the 358 cities already built in the central territories.

At the same time, the Empire also held the right to station troops directly within the territories of the four great Races—the Elves, Demon Beasts, Beastmen, and the Sea Race—and even possessed the full authority to recruit local armies.

To affirm the rule of the Dragon Race and the supreme authority of the Emperor, during the founding ceremony, the rulers of the eighty-six Religious Countries from the other three Races—all but the Demon Beasts, who had not established a country—were directly appointed or dismissed under the Scepter of Emperor York. These rulers were also the Popes of their respective Races in the New World.

Therefore, in a sense, the Star Empire was also a nation of unified religion.

However, this "religion" did not compel belief. It would only vigorously promote the totems of the Dragon Race, as well as their spirit and glory.

In short, with the nation’s founding, the Karte Continent finally turned a new page.

And to emphasize the legitimacy of the Star Empire and its spirit of embracing all Races, four Pillars of the Covenant were erected in the Imperial Capital.

The first pillar was inscribed: Bloodline Equality.

(Whether one has pointed ears or horns, scales and claws or feathered wings, all who swear allegiance to the Empire are its citizens.)

The second pillar was inscribed: United Against Foreign Enemies.

(We swear by Dragon Blood: against any enemy from beyond the stars, the feathered arrows of the Elves, the fangs and claws of the Demon Beasts, the battle-axes of the Beastmen, and the Knights of the Human Race will strike back like thunder.)

The third pillar was inscribed: Shared Wisdom.

(Be it the Magic of the Elves or the Combat Techniques of the Human Race, all knowledge and paths to the Extraordinary, the Empire shall open its doors to all its citizens. Furthermore, the Underground Cities of the Karte Continent will also be opened to all imperial citizens upon approved application.)

The fourth pillar was inscribed: Freedom of Belief.

(Whether it is the Elves’ Moon Goddess Diana, the Beastmens’ God of Forging Monique, or the various gods of the Demon Beasts and the Sea Race, all Deities stand equal within the Pantheon. Neither the Empire’s territories nor the Religious Countries may force citizens to believe in any single god.)

The existence of the Pillars of the Covenant laid the foundation for the entire Star Empire.

With this, Lince intended to create a replica of the Tobien Empire’s Divine Hall of Many Gods.

However, the Tobien Empire of the Giant Demons was dominated by the Giant Race, whereas the situation on the Karte Continent was more complex, with far too many Races.

Promoting freedom of belief was, in fact, laying the groundwork for the complete cultural integration of all Races in the future.

Only when their cultures were unified and the Empire’s ideals were accepted would a prosperous empire where all Races coexist truly emerge.

Of course, Lince had another layer to his plans.

The Dragon Race may not need faith, but the Spiritual Power Crystals obtained from refining belief—in other words, Divine Power Crystals—were genuinely good things.

This substance had many benefits, such as accelerating the fusion of Divinity Laws and even rapidly restoring the damaged Spiritual essence of Deities.

Since faith itself was a form of high-purity energy, Lince saw no reason to be like the previous generation of the Dragon Race and refuse it entirely.

Therefore, as the Deities began to revive one after another, Lince would also establish a rule: every Deity must tithe thirty percent of the Divine Power Crystals gained from faith to the Dragons of the Dragon Court.

Lince himself might not need them later, but they were a rare and valuable resource for cultivating Demigod Tier Dragons, accelerating their Divinity fusion to reach the Divine Tier.

Therefore, Lince was certainly not selfless enough to let the Deities reap all the benefits of faith from the entire world.

With that, the Karte Star Empire was considered established.
