Hugo was entangled by a group of Black Wristbands.
These people had seen his fight with Bai Kou earlier and also coveted the items in his possession. Therefore, when he appeared before them blind, injured, and low on stamina, their first reaction was to kill him.

Even killing children and infants... the reputation of the Phantom Sound Knights has long been rotten and stinking. I heard the Rongxin Group is trading supplies with players from other partitions. Since you're here, you're probably the trading partner." that Black Wristband said. "How laughable! District 011 would actually get involved with you bunch of notorious players!"
Hugo fell silent for a moment, then laughed again. "This deal was initiated by the Rongxin Group. The problem lies with District 011."
"That doesn't matter either." The Black Wristband took out a palm-sized glass box and pointed it at him. "After dealing with you, District 011 will naturally handle its internal affairs."
