The division of the True Immortal Ninth Layer Heaven seems more like a measure of the extent of control over the Laws that Immortal Path Strong wield.
Powerful beings of True Immortal Seventh Layer Heaven, at the very least, have grasped seventy percent of the Great Tao they cultivate, or in other words, they have mastered seventy percent of the Laws.
