Other Undead would be purified within seconds of pain, while Amberser would suffer until the Holy Light’s power was completely depleted. This pain wouldn’t be lessened just because he was Legendary.
Believing in the Holy Light and getting tormented with every prayer, he wasn’t some masochist who worshiped Rowetta.

"Your Majesty, this device enables long-distance communication, and I’ve already sent several to the Elf Tribe. If you’re bored, you can chat with your old friends. Stop thinking about the impossible, like Undead believing in the Holy Light."
After telling Arthur Laine the command to activate the Magic Mirror, Amberser left his private space.
Allen had disappeared without a trace, and who knew how he planned to give his speech and sway more Laine People.
