Eltman had developed this dark magic detection spell and would probably want to test it soon. He'd start by personally screening the most suspicious transfer students.
The dark magic detection did have limitations and couldn't be used on just anyone, but its very existence became a crucial turning point, empowering the player faction to put pressure on dark mages.
Of course, given its game-breaking potential, this overpowered spell only appeared late in the episode.
