Kneeling before a fellow man was disturbing. It was a habit she was yet to learn. She had not yet met the emperor anyway so for now it was a non-issue.

But these same rules followed a royal decree, once it was presented; all commoners had to bow as long as it was not personally presented by the Emperor himself.
