Nobody expected Yamamoto to unleash his Bankai.
There was no doubt that as the head-captain of the Gotei 13, he had mastered Bankai.
But no one had ever seen him use his Bankai, this was true for almost everyone.
Either there was no chance, or there was no need.
Originally, in the battle of Karakura Town, he personally went out to deal with Aizen, and had considered using Bankai, but because of Wonderweiss, Ryūjin Jakka was sealed, and so, he missed the opportunity to use his Bankai.
Now, after seeing Mazuru summoning Muramasa and causing all of the shinigamis’ Zanpakuto to rebel, Yamamoto finally didn’t hold back.
Soul Society knew that there were two ways to defeat Mazuru.
One, was that he must be dragged down to the point where his reiatsu would not be enough to sustain his Bankai, and the enchantment would shatter.
Second, directly use brute force to break the enchantment.
According to Byakuya, in the last Hueco Mundo battle, Zaraki did exactly this after releasing his Bankai.
