He is currently controlling the emperor to come inside the border City D. Inside the previous area he almost went near the border area of the inner area.

So he used the Warrior Association inside the game to teleport into Border City D.
After coming inside that place he directly controls the emperor to go inside the danger zone. As expected the border city is really fully crowded with people and you can see all of those people are powerful.
From level 20 to level 100, various people with various power levels are present inside that border city and some of them are going inside the danger zone while others have come out of the danger zone.
Like every NPC, the emperor did not face any problem going inside the danger zone. Finally, after coming inside that place he can use the movement technique to go as deep as he can inside the danger zone.
He has zero interest in wasting his time with those level 10 Monsters. You wanted to fight Monsters around his power level.
David has already become a level 50 3 Warrior. Naturally, that is a massive improvement but he did not show that improvement to anyone.
His unnecessary improvement can attract unnecessary attention and he did not want that. This is also the reason that he did not care about those people who spread rumours about him.
If those people wanted to prove themselves, all of them are welcome to challenge him. More importantly, he is also waiting for a challenge match to know about his current power.
