"Would this have happened if not for you?" As soon as Rachel Bailey saw Hansen Ruiz, even though she knew he had come to assist her—and considering his status, he had actually been willing to personally show up at the City Management Bureau on her behalf—she should have been utterly grateful, but she was still very angry.
