Chapter 26 - 19: Top-Level Meeting
The second level of the Bunker.
As the lowest functional level, although it has a significant flow of people, most of them are from the lower class.
Except for the staff from the Bunker Security Bureau, the Bunker Civil Affairs Bureau and its subordinate departments such as the Bunker Health Bureau, almost no one from the upper levels visits the second level.
They think it's dirty.
Especially now, the lower class is suffering from an epidemic. To prevent the spread of the disease to levels above the fourth level—
The passage from the second level to the third level is nearly blocked.
Even those from higher levels wanting to come down need to be quarantined and prepare extensive documentation.
This, of course, has sparked discontent among all Bunker citizens living on the first residential level.
They held banners in protest, went on strike, recorded the miserable conditions of their families, and accused the upper levels of disregarding human rights.
But it was all in vain.
The care for human rights from above is condescending.
