The difference between the two lies in that Qinghe’s thieves are mostly first-time offenders, so they occupy the lower echelons of the criminal underworld. Such thieves, once caught, are unlikely to give up any mid-to-high-level criminals.
Liu Jinghui, walking alongside, commented, "Your deduction is very accurate. In Qinghe, it’s quite difficult to work up from the small to the big fish. Especially over the last two years, we’ve sifted through each city and county in Qinghe, and the criminals who’ve grown from small-time offenses, closely linked to the community, basically can’t survive."
Liu Jinghui was quite proud of this point. He might be considered as coming from the provincial department, but for the past year, he had been following Jiang Yuan, and the Provincial Criminal Police Department didn’t have any complaints.
