After Konoha's expansion, establishing schools for regular people should be considered on top of reforming Academy.

However, Tobirama was born in Warring States period, raised in a well-known Clan, so it made sense if he had slightly different outlook on life from Nagasawa.
Most students enrolled the Academy at the age of six and graduated at twelve.
In Tobirama's opinion, when you hit twelve, you were not a child anymore; you were a "grown-up" capable of fighting for the village.
