When the pirates on the outer bay had a gap in the wall, they didn't attack inside the bay to support Whitebeard. Instead, they attacked other warships. It seemed that they wanted to clear out all the warships around Marineford.

Sengoku's plan was to use the news of Ace's execution to provoke Whitebeard Pirates and then pretend to lose the fight and brought back the defense line to attract all the pirates into the inner bay.
