Chapter 456 - 448: Settling by Proclamation
As King of the Zhen Dan Kingdom, Leon always oversees the overall direction, only providing suggestions without being responsible for specific implementations... Of course, he firmly controls personnel and finances, with appointments of senior officials and large financial appropriations requiring his approval and signature.
As for military power, which other monarchs deem most critical, to him, it is the least of his worries. He alone is an army; he alone can match thousands of troops; everyone in the Zhen Dan Kingdom combined isn’t enough for him to deal with single-handedly.
In these circumstances, Leon, who generally doesn’t bother with day-to-day matters unless something specific arises, completely forgets that there’s an Elf City within the Zhen Dan Kingdom that isn’t under his control.
Leon’s attention is mainly on the multiverse. For instance, the Githyanki have a civil war; Comet Prince and the Githzerai have united against Vilakis, with their war lasting many years without end in sight. However, someone always remembers the Elvish matters.
Cecilia, the Green Dragon, is deeply concerned about the affairs of the elves because Leon promised her that he would hand over that Elf City to her eventually.
"If you didn’t mention it, I wouldn’t have remembered it,"
Cecilia burst into the study, mentioning their peace treaty with the elves was about to expire while Leon was drawing with his daughter, who was sketching a wavy three-headed, six-armed Red Dragon.
"How about leaving this matter to me?" Cecilia was eager to intervene.
"No." Leon did not even glance up as he noticed Sharon had drawn him with six legs.
"Why?" Cecilia asked.
She didn’t believe Leon was about to renege despite being a Red Dragon, known for keeping his promises unlike other Red Dragons who couldn’t lose gracefully and often refused to acknowledge defeat. If she hadn’t had her means of being favored, powerful, and able to fight, she wouldn’t have held onto her possessions.
