Leon didn’t actually care much about Watchtower Port; had it not been for Cecilia’s vocal ambitions, he wouldn’t have felt the need to do anything at all and would probably still be sleeping soundly in the Dome Castle by the Molten Lava Lake.
There were plenty of things to do on Volcanic Island and at Watchtower Port, but what Leon cared about the most was creating a set of equippable gear for his Dragon Form.
He always prioritized increasing his own power, seeking the strength to be an army of one.
Of course, having spent so much time locating Watchtower Port and exerting so much effort to "help the old and support the young" to come here from Molten Lava Lake, Leon couldn’t really ignore Watchtower Port.
Leon’s idea was to prepare a development plan, then hand it over to Cecilia... Cecilia was so capable, he must give her more responsibilities.

Leon believed that as long as he handed his meticulously prepared development plan to Cecilia, she would certainly understand his ruling philosophy and help him conquer Watchtower Port, rule over it, while he could remain detached, occasionally chiming in with insight.
"Tassera, take a look at this for me, see if there are any gaps or mistakes." Having finally completed the development plan, Leon was in no hurry to hand it to Cecilia.
