It wasn't just the loss of a high-value Hydra target; it was the sudden, undeniable proof that other major powers were actively fielding enhanced operatives of formidable capability. The Soviets, long a shadowy enigma on the periphery of Elias's strategic concerns, had just announced their presence on the superhuman stage with terrifying efficiency.

He authorized Thomas to select a third candidate for the Feral Striker program from Thorne's Guard, aiming to create a fully operational three-man pack.
