Jia Shisi manages the Riddler, and he is dedicated to his work, recently he hasn't had time for cultivation, nor can he spare time for seclusion, trying to advance to the Tenth Tier.

But after recent interactions with the outside, many things let him truly experience that the differences between Dadui and other Divine Dynasties indeed transcend eras.

Yu Ziqing asked him to recruit some Jinyi Wei into the Riddler, and he also put a lot of effort into this matter.

The outcome was relatively smooth, indeed he managed to pull in quite a few, but the process went somewhat unexpectedly.

Some of these Jinyi Wei spies are willing to join Jinyi Wei due to their origins.

Many places near the Western Border of Daqian were all territories of Dadui in ancient times, later occupied by Daqian.

The issue is that they are occupied; theoretically, after so many years, they should have completely integrated into Daqian.

In reality, however, it deviates somewhat from expectation, the Western Border area of Daqian, previously adjacent to the Wilderness, is considered the most remote area by Daqian.

The Northern Border of Daqian borders Dali, and borders small countries, the East is the East Sea, the South is the Southern Sea, offering plenty of opportunities.

In the same border area, the Western Border in Daqian is synonymous with a barren land.

Due to regional reasons, origins, and various factors, the Western Border is unstable, and the overall economy and strength are weak, becoming the bottom of the disdain chain.

Added to that are factors like proximity to South Qian and strong clan concepts.

These Jinyi Wei from Daqian's Western Border don't have it easy within Jinyi Wei; even people from South Qian, who were previously excluded, exclude them because the Jinyi Wei Commander is from South Qian, South Qian people have leaped in the disdain chain.

Also recently, with Dadui's return, the most direct awareness of Dadui's situation is from people near the border line.

Previously it was the Wilderness, a barren place, now it has become better than their current reality, when comparisons are face-to-face, they hurt.

The small families of border mortals are not fussy about such matters, they bring their families across the border to Dadui, and it's not just one or two households.

What can Dadui do here? Ignore them, let them starve to death?

Not letting people starve is Dadui's primary national policy, a hard requirement, regardless of one's identity, within your jurisdiction, if someone starves to death, Cabinet giants will come personally, eyes red, to strangle you.

The small village and town officials dare not gamble that upper echelons will say, "the ones starving are not Dadui people, but mortals from Daqian," and thus not punish them?

Who dares to gamble on that? After all, they are mortals, not lacking that mouthful of food, as long as rules are followed, just settle down and leave it at that.

When many mortals come, seeing mortals settled steadily, naturally it impacts local influential clans, and as understanding grows, thoughts naturally arise.

Yet Daqian simply doesn't care about these mortals...

Local clans can't abruptly relocate entirely, but letting clan juniors make a "personal choice" to explore ahead, that's harmless.

Enduring and continuously lineage-preservation clans always hedge their bets.

In a large clan, a qualified Clan Leader's primary duty is ensuring continued heritage and incense fire, those hot-headed, all-in during unclear situations can't be Clan Leaders.

Even if they are, during an all-in, they would surely be stopped by clan elders.

It's even commonplace to see members from the same clan in the troops of both warring sides.

These Jinyi Wei who aren't much valued, unlikely to reach high positions, are just idle moves.

Any question is answered with "personal will," as for truth, it's irrelevant.

Because these Jinyi Wei seeking asylum with the Riddler are actually reasonable.

Yet among these people, a significant portion explicitly asks whether their clan would be suppressed if it moves here.

They are already probing possibilities of whole clan migration because they know Dadui's primary national policy and have witnessed it firsthand, deeply shocked.

Also as Body Cultivators, they face significant discrimination in Daqian, career advancement is difficult, cultivation environment is unfavorable, watching Dadui where Body Cultivators are widespread, after being beaten by Dadui's Body Cultivators, they seized the opportunity to join the Riddler.

And some were annoyed by the Riddler to the point of chest tightness, nearly tortured to madness, joined to find out what exactly is being said, to annoy others...

Some chose to join the Riddler upon hearing that Jinlan Mountain was influential in their release.

Basically, none joined for so-called high positions or wealth.

But that's normal, having become Jinyi Wei, they wouldn't believe in promises of high positions and wealth.

Those staying in Dadui must undergo scrutiny, enduring training, and all those things.

Some expressed willingness to join Dadui's Riddler but returned to Daqian, some to serve as spies, others to discuss with their families; whatever the case, Jia Shisi freely let them go.

Dadui suffers no loss, even if they return and reveal Riddler's secret recruitment, it would merely sow distrust within Jinyi Wei.

In reality, the Jinyi Wei returning understands clearly, exposing it leads to tedious, long-term scrutiny, better left unsaid, leaving an escape route for themselves.

All those reasons are not truly important.
