Chapter 49: First Claimant Inbound
The red point at the edge of the map stopped being anonymous.
The incoming claimant gave the Safe Zone a timer everyone could see. James used it to finish braces. Madison used it to move food away from the exposed wall. Emma used it to decide which patients could walk. Jace had spent too long thinking countdowns belonged only to him.
INBOUND CLAIM INTEREST
Formal notice received.
Claimant identity: WITHHELD UNTIL ENTRY WINDOW.
Registered claim strength: 63%.
Local claim strength: 40%.
Estimated arrival: 05:27:44.
Temporary recognition support: TERMINATING.
The blue barrier lost the six points it had borrowed.
Barrier Integrity: 36% -> 30%.
Nobody in the throne hall spoke while the repaired cracks reopened.
Olivia copied the notice onto the back of another inventory sheet. "It waited until the support ended to file."
Seraphina shook her head. "The support ended because it filed."
"That distinction matters in court."
"It matters more to the shield."
Jackson turned the radio dial through a wash of static. The white legal tone had become a slow pulse that repeated every eight seconds across all seventeen receivers.
"Signal is coming from above the atmosphere," he said. "Whatever filed the notice is already close enough to use Earth's emergency bands."
Nora looked toward the west rooms. "Can it enter before the timer ends?"
Seraphina opened the challenge rules.
CONTESTED TERRITORY ENTRY RIGHTS
Notice period: 06:00:00 minimum.
Hostile seizure: PROHIBITED before notice expires.
Inspection entry: PERMITTED with registered claim advantage.
Temporary agents: PERMITTED.
Defensive response before breach: May be classified as claimant aggression.
Olivia read the last line twice. "So they can inspect us, and if we stop them, we become the aggressor."
"Recognition," Seraphina said, "with manners."
Jace stayed against the throne platform while Emma worked on his right arm. The splint was made from a broken panel and two lengths of conduit brace. It looked temporary because everything did.
Health: 4/420.
Stamina: 0/160.
Charge: 0/140.
Right-Arm Function: 8%.
Emma tightened the wrap. "You are not standing up."
"The territory is being challenged."

"The territory can wait twelve minutes for me to keep your arm attached."
"The challenger may be punctual."
"I will write them a note."
Olivia crouched near the map. "Can we see every active claim, or only the one that filed?"
The System answered her through Jace's claimant access.
CHALLENGE INFORMATION: LOCKED.
Requirement: Complete Contested Territory registration.
Current registration status: PROVISIONAL.
Missing fields:
Territory defense designation.
Population ownership declaration.
Authorized representative.
Jace closed the ownership field. Olivia reopened it and selected DISPUTED. The System rejected the answer.
POPULATION OWNERSHIP DECLARATION
Required value:
Owned.
Leased.
Custodial.
Unregistered population cannot be included in claim defense calculations.
Nora's expression hardened. "Then leave us out of the calculation."
"That weakens the claim," Seraphina said.
"It also keeps the record honest."
Olivia entered NONE. The field flashed red.
INVALID OWNERSHIP VALUE.
She entered NOT APPLICABLE.
INVALID OWNERSHIP VALUE.
She entered the full sentence: PROTECTED PEOPLE ARE NOT TERRITORY ASSETS.
The System paused.
CUSTOM DECLARATION DETECTED.
Legal compatibility: 0%.
Claim-strength penalty: 6%.
Accept custom declaration?
Jace selected yes.
Local claim strength: 40% -> 34%.
The barrier shook hard enough to send blue dust across the plaza.
Emma stared at the new number. "You found a way to get weaker while lying down."
"Efficient."
Olivia did not apologize. She looked at the declaration as if it were a door she had forced to remain open with one shoulder.
"Now representative," she said.
The System offered Jace alone. Olivia requested independent counsel.
AUTHORIZED REPRESENTATIVE REQUEST
Candidate: Olivia Brooks.
Registered title: NONE.
Noble license: NONE.
Claimant ownership status: NONE.
Eligibility: INVALID.
She attached her old public-defense credentials, fifty-one independent-status statements, Noah's Free Claim testimony, and Nora's population ledger. The screen recalculated.
Eligibility: PROVISIONAL HUMAN ADVOCATE.
Authority scope:
Receive notices. Submit objections. Preserve testimony. Cannot surrender territory. Cannot transfer population. Cannot accept ownership terms.
Olivia looked at Jace. "That is enough."
"Better than most job descriptions."
He approved it.
AUTHORIZED REPRESENTATIVE: OLIVIA BROOKS.
Territory defense designation remained.
Available categories:
Private estate.
Noble holding.
Military zone.
Commercial shelter.
Quarantine property.
None matched what people had built around the Spire.
Nora opened her handwritten list. "We have triage in the east hall, food distribution in the west, radios here, and people sleeping wherever the ceiling is least likely to kill them."
Jackson raised one hand. "Communications center is two doors on the floor."
"Very official."
The System listened.
CUSTOM TERRITORY FUNCTION DETECTED
Observed functions:
Shelter.
Medical aid.
Communication.
Food distribution.
Independent testimony.
No rent collected.
No ownership registration.
No approved classification found.
Suggested designation: ADMINISTRATIVE ERROR ZONE.
Jace selected it.
Seraphina looked at him. "You cannot defend a territory registered as an error."
"Seems on brand."
Olivia leaned closer. "Change error to contested shelter."
The System rejected the phrase twice, then accepted it as a hostile custom label.
TERRITORY DEFENSE DESIGNATION
CONTESTED SHELTER.
Legal compatibility: 3%.

Jackson's radio went silent.
Then a voice, calm and distant, spoke through every receiver at once.
"Prepare the contested territory for inspection."
Every head in the hall turned toward the radios. Olivia folded the challenger list and tucked it into her jacket.
"Inspection means they already think this place belongs to them."
Jace looked at the reopened cracks. "Then they can inspect the disagreement."
The first claimant was already approaching Earth.
