Chapter 25: The Cost Goes Somewhere



The word settled over the hall while the barrier lost another point.

The ledger gave the choice a shape. Every time Jace refused to convert protection into rent, debt, labor, or ownership, the missing value reappeared somewhere else. The System was not inventing a cost to punish him. It was exposing the fact that shelter always consumed something. The argument was over who got charged and whether they had agreed to it.

Liam bent over with both hands on his knees, breathing through whatever the run had cost him.

"You had nine seconds," Jace said.

Liam looked up. "She had fewer."

That was the argument no panel could improve. Liam had not asked who owned the street. He saw someone trapped and moved. The cost went into his lungs, Jace's body, Emma's supplies, and Seraphina's fear. The System called it invalid because nobody issued an invoice.

Liam straightened slowly. His hands were shaking now that nobody needed them steady. He looked at the survivors filling the hall, then at Jace.

"I was wrong about the contract," he said. "I was not wrong about needing the wall."

"I know."

"Do not make me choose between those again if you can help it."

"I will try."

Liam nodded once, accepting the answer because it was honest rather than reassuring. Seraphina watched the illegal branch settle beneath Jace's title. The System had rewarded him for acting like a landlord while refusing every action it used to define one. Protection had progressed. Ownership had not.

"You are not refusing to rule," she said.

Jace looked at the barrier, at Liam, and at the hall full of people the Spire still did not know how to shelter for free.

"No," he said. "I am refusing to own."

"You are trying to make authority carry responsibility without giving it property."
