Chapter 42: The New Order
The band screen held the notification for another three seconds, then opened into a full broadcast interface Leon hadn't seen before. A progress bar at the bottom indicated incoming transmission. The audio came through the band's small speaker, quiet but clear enough.
Then a voice.
The major news networks had been carrying the pre-announcement notice since early morning. Breaking news tickers, anchor desks clearing their scheduled segments, the particular energy of broadcast journalism when something has been confirmed significant before anyone knows exactly what it is. By the time the transmission began, most of the country was already watching.
In Times Square the news screens that ran CNN, NBC, Fox, and a dozen other feeds all carried it simultaneously. People on the street stopped. Some had already been watching from the moment the pre-announcement went out an hour earlier. Others caught it mid-walk, slowing down at the screens, pulling out phones.
The voice was measured, clear, the kind of delivery that had been prepared carefully.
Good day Everyone.
This is a simultaneous broadcast reaching you across multiple nations and all frequencies. Today marks a decisive step toward global security and operational stability.
In living rooms across every American state the same thing played. Morning shows had cut their segments. Sports channels had switched feeds. In a school in rural Montana a teacher turned on the classroom screen for the educational channel she used every Tuesday morning and found the broadcast already running, the network having pre-empted its regular programming with no prior notice to individual subscribers. She left it on and sat down.
Following months of coordinated negotiations and the formal ratification of the International Security Partnership, sovereign authority over national security operations has been transferred to the Remeria Group in the following nations:
The United States of America.
The Federal Republic of Ethiopia. The Syrian Arab Republic. The Republic of Yemen. The Hashemite Kingdom of Jordan. The Republic of Portugal.
In Addis Ababa, in the main chamber of the Ethiopian Parliament, the session that had been running since early morning had stopped when the government broadcast feed came through on the chamber's screens forty minutes earlier. Most members had been expecting something. The diplomatic communications over the preceding months had made the direction clear enough even when the specifics weren't confirmed.
A senior minister leaned toward the colleague beside him without taking his eyes off the screen.
"She gave the timeframe & a warning to our President in their last conference, and now here we are"
His colleague said nothing.
"The others — Yemen, Jordan, Portugal — the same framework was extended to all of them. Some accepted earlier. Some waited too long, like us."
The broadcast continued.
To ensure your immediate safety and the orderly transition of all security apparatus, we introduce The Vanguard — Remeria's global security and enforcement division.
Effective at noon today, local time in each nation, The Vanguard assumes full operational control of: all federal, state, and local law enforcement agencies. Border security and immigration control. Emergency response coordination. Public order maintenance. Critical infrastructure protection.
The chamber noise rose and fell in waves as different members reacted. The speaker called for order periodically without much effect.
In Damascus, in a side room of a government building, a small group of officials sat around a monitor showing the international feed. The door was closed.
" Even The Americans," one of them said. "How."
"The Senate," said a woman with reading glasses pushed up on her forehead. "Not all of it. Enough of it. They were already in place, apparently for years."
"That's not possible without—"
"It was entirely possible. The ones who weren't already aligned pushed back formally after the initial framework vote in an attempt to oppose it" She looked at the monitor. "Over about eleven days seven of them died in car accidents. The remaining holdouts withdrew their opposition."
The room was quiet.
"That's not subtle," someone said.
"It wasn't meant to be subtle. It was meant to be legible." She set her glasses on the table. "So that everyone who saw it understood the message without it needing to be stated directly."
All existing police forces, federal agents, and security personnel are hereby placed under Vanguard command structure or retired from active duty. You will recognize Vanguard units by the White Diamond insignia — a symbol of hope and justice provided through authority.
Mandatory Compliance Notice: All citizens within Vanguard-administered nations are now subject to the Global Security Protocol. These protocols supersede all conflicting national laws, local ordinances, and constitutional provisions regarding public conduct and security matters.
In a remote village in northern Portugal, the broadcast played on a television in the community's shared hall. Three elderly residents watched without moving. Outside the morning continued as it had. Wind. The sound of goats.
If approached by a Vanguard officer: remain stationary and comply immediately. Present your digital identification for validation. Follow all instructions without question or delay. It is required by law and essential to the stability of your nation and the safety of your community.
Resistance to officers will be met with appropriate response measures as defined under the Global Security Protocol.
This is the new order.
For global stability. For security. For tomorrow.
Further compliance guidelines and updated legal frameworks are now active on all national communication networks and the official Vanguard Global Portal.
This message will be repeated across global media outlets for continued public outreach.
In the Valorian Academy student council chamber the broadcast had been playing on the main wall screen.
Eight people around the long table. The head chair and one other Primary Member Chair Empty.
Simon Clark sat two positions from the head, elbows on the table, watching the screen with an expression that was working carefully to stay neutral and not entirely succeeding. He'd known something was coming. His grandfather had said as much two weeks ago in terms vague enough that Simon couldn't have repeated them precisely but specific enough that the shape had been clear.
He hadn't anticipated the full scope. Six nations. The United States specifically.
Though when he thought about it clearly — every company under the Remeria Group would benefit from this. Amigos Innovation included. Six nations worth of operational control, infrastructure access, market dominance without the usual friction of competing regulatory frameworks. His grandfather's position as Vice Chairman of Amigos suddenly carried even more weight on global level now that it hadn't yesterday morning. And eventually, when Simon took that position himself, it would carry the same.
Simon would be lying to himself if he said he wasn't pleased. He kept his face where it was.
This is the new order.
He let a few seconds pass after the broadcast concluded.
Then he stood.
"We'll adjourn here." His voice was even. "I'll circulate a written summary of any operational implications for the academy's administrative structure within forty-eight hours." He picked up his phone. "Immediate concerns can go through the standard channel."
He paused at the door.
"My grandfather will be holding a gathering this evening with other members of the corporate network. I'll be attending." Said the same way he'd say anything logistical. "I'll be reachable by message in the meantime."
He left.
The remaining council members sat with the screen still glowing at the end of the room and didn't speak to each other immediately.
In the hollow, the broadcast ended.
The band screens held for a moment, then returned to the standard tournament interface. The Laughing Kid still grinning in the background of all three screens as though nothing had changed.
The forest was the same. Birds. Wind through the upper canopy. The river somewhere north, continuing over flat stone.
Emma was sitting very still.
"Is this real," she said. Not loudly. Almost like she was asking the hollow itself.
Fred was staring at his band. He looked like someone whose calculation had come out to an answer they hadn't expected.
Leon said nothing.
