CHAPTER 44: The Sovereign Reforms and the Fallen Crowns
(ARC 7: MERITOCRACY & THE FOUNDING OF THE STERLING EMPIRE)
The news of the Black-Mist Pass reclamation shattered the lingering doubts of the continental guilds. Where three hundred years of noble armies had failed, the twin heirs of House Sterling had cleansed two hundred miles of toxic wilderness in under an hour.
Images of clear blue sunlight piercing the mountain pass—broadcast across every communications array on the continent—became the symbol of a new era.
Inside the grand council chamber of the Sterling Central Palace, Gabriel sat at the head of a massive obsidian round table.
Sitting along the perimeter were the newly appointed representatives of the global guild alliance, chief scholars from the alchemy halls, and veteran city administrators. Beside Gabriel, Lord Harrison held a stack of spatial ledgers, while Malakor stood like a motionless shadow behind the high throne.
"Clan Master," Lord Harrison reported, his voice crisp and echoing off the vaulted marble ceiling. "Following the cleansing of Black-Mist Pass, sixty-four secondary noble families across the Eastern and Western Duchies have officially surrendered their private armies and surrendered their hereditary land deeds."
Gabriel leaned back, his dark golden dragon pupils reflecting the glowing strategic map of the planet floating above the table.
"And the remaining sixteen families?" Gabriel asked calmly.
"They have fortified the mountain stronghold of Iron-Clad Citadel," Malakor answered from the shadows, his voice low and rasping. "The former Duke of the East, Kaelen Aurelius's uncle, has crowned himself the 'True Imperial Regent'. They have gathered forty thousand mercenary remnant forces and seized the regional spirit stone reserves."
The room grew cold. Several merchant guild masters shifted uncomfortably in their seats, sweating under the quiet intensity of the chamber.
Gabriel didn't raise his voice. He didn't erupt into fury. He simply tapped his index finger against the obsidian table.
"For five centuries, those same families watched commoners starve while hoarding cultivation techniques in their private vaults," Gabriel said smoothly, his tone flat and absolute. "They believe that by locking themselves in a stone fortress, they can force House Sterling into a prolonged negotiation."
Gabriel looked toward the end of the table, where General Ignatius sat in dark iron plate armor.
"Ignatius."
"I am here, Sovereign Lord!" Ignatius stood up, slamming his heavy fist across his chest armor.
"Take three squads of the Imperial Sterling Guard," Gabriel commanded. "Do not lay siege to Iron-Clad Citadel. Announce to the citizens inside the fortress that any soldier who lays down their arms will receive full amnesty and citizenship under the Sterling Empire."
"And if the Duke refuses to surrender the stronghold, My Lord?" Ignatius asked, his eyes gleaming with fierce loyalty.
Gabriel’s gold-tinted eyes flashed with an ancient, world-shaking dominance.
"Then flatten the walls," Gabriel replied flatly. "The age of hereditary lords hiding behind stone ramparts ends today. From this hour onward, no man or woman in this empire will hold power because of their family name. Power, authority, and land will be earned through merit, service, and strength alone."
The Imperial Meritocratic Decree was published across every city square in the three realms that very evening.

Three days later, Iron-Clad Citadel fell without a single drop of commoner blood spilled.
When General Ignatius arrived at the fortress, thirty-five thousand of the Duke's forty thousand mercenaries laid down their weapons upon reading the Imperial Meritocratic Decree. The Duke and his loyalist officers were stripped of their cultivation by Malakor’s shadow assassins, their hoarded wealth confiscated and redirected directly into the newly established Imperial Commoner Academy Fund.
Late that night, high above the clouds...
Gabriel stood on the balcony of the Floating Cloud Island, looking down at the glittering lights of the Central Capital. The city was alive with luminous spirit lamps, free of the oppressive curfews previously imposed by the Solari Dynasty.
Evelyn walked out onto the balcony, wrapping a silk shawl around her shoulders as she leaned gently against Gabriel's arm.
"The whole continent is changing so fast, Gabriel," Evelyn said softly, watching the faint golden glow of the newly established array towers in the distance. "Eight years ago, we were just trying to survive in a damp alley in the Outer Slums."
Gabriel wrapped his arm around her waist, pulling her close as his dark golden dragon pupils looked past the clouds, out into the dark starry sky above the planet.
"We built a sanctuary for our family first, Evelyn," Gabriel said, his voice deep and full of warmth. "Now, we build a sanctuary for the entire world. In less than ten years, the stars will bring their war to our doorstep... and when they arrive, humanity will not be begging for mercy."
Gabriel raised his hand, opening his System interface.
