Yako arrived near the dam, concealing himself in the adjacent woods.
Yagyu hurried over. "Captain, our target, Yamamoto, didn't show up. Instead, negotiations between the Land of Rivers' Minister of Finance and the Land of Wind's Minister of Finance have broken down!"
"It's not Yamamoto... Wait!" Yako said. "Who did you say? Whose negotiations broke down?"
Yagyu pointed toward the distant docks. "Captain, those two vessels over at Valley Bottom Dock belong to nobles from the Land of Rain and the Land of Rivers.
"With the Land of Rain nobles acting as witnesses, the Finance Ministers of the Land of Rivers and the Land of Wind were negotiating the water allocation for the Tsutsumidani Dam here.
"The talks fell through; neither side is satisfied with the distribution.
"The Land of Rivers argues that the Tsutsumidani Dam is diverting far too much water, negatively impacting the downstream regions of the Yoshimizu River.
"The Land of Wind maintains that they built the diversion canal in strict accordance with their prior agreements with the Daimyo of the various nations, so there's nothing wrong on their end."
Yako stared at the two ships docked at the pier.
