"It seems the Land of Whirlpools' Daimyo had good reason to worry," Sarutobi Shinnosuke said. "They really are trying to kick us while we're down. Plotting a strike against Toga Port is completely unacceptable. We have to handle this crisis perfectly so the Land of Fire Daimyo has no room to complain."
Out in the shallow waters beyond Toga Port, Mist Ninja surfaced one by one.

If they sank a dozen or so of the Daimyo's ships, the Daimyo of the Land of Fire would naturally cut back on his commissions to Konoha.
