Tobi and White Zetsu began to heal, their severed limbs rapidly growing back.

"Lord Madara, the current Hidden Leaf really is too strong," Tobi said. "With so many experts in the village, how is Nagato supposed to gather the Tailed Beasts later?"

Uchiha Madara slowly stood up. "For Nagato's safety, we restricted his area of activity. But acting so timidly is detrimental to the growth of the Rinnegan. It is time to sever a few of the Hidden Leaf's limbs to make it easier for Nagato to capture the Nine-Tails."
