The Flower Fairies planted the seeds of Super Fast-Growing Rye across the Cloud Fields.
The cloud winds were gentle, and the heavenly light was abundant. Under the faint magical glow released by the Flower Fairies, these special seeds quickly awakened.
Tiny green shoots broke through the thin layer of soil. The Flower Fairies descended upon the tips of the sprouts in groups, their wings scattering pale golden spiritual radiance.

Under the influence of the Flower Fairies' magic, the leaves of the Super Fast-Growing Rye unfurled, its stalks stretched upward, and the plants grew taller day by day. The stems became thick and sturdy, while the rye ears gradually swelled with grain.
Rye that would normally require more than a hundred days to mature in the real world grew at a speed visible to the naked eye under the Flower Fairies' constant care.
More importantly, Flower Fairies could sense the condition of plants. They knew which rye needed fertilizer, which needed water, and which had been affected by pests. They were capable of handling everything with remarkable precision.
As a result, after only seven days, the Super Fast-Growing Rye had fully matured.
Across the entire floating territory, waves of deep gold and dark green rolled through the fields. The rye ears were plump and densely packed, hanging low under their own weight. When the wind swept through them, they rustled softly, carrying the clean fragrance of grain and vegetation.
Flower Fairies darted through the sea of rye, their tiny glowing bodies resembling stars scattered across the fields.
Expressions of joy filled their faces as well.
Standing at the center of the Cloud Territory, Levi looked down upon the magnificent scene and nodded in satisfaction.

Using a Third-Ring Gathering Technique for something like this was complete overkill.

She couldn't shake the feeling that Levi was missing a pair of horns on his head and a tail behind him.

The dark circles under the Flower Fairies' eyes grew heavier and heavier.
Meanwhile, the Cloud Fields atop the Cloud Territory produced harvest after harvest.
Levi transported the harvested rye flour out of the territory and stored it in granaries, claiming to the outside world that it had been purchased through his secret supply channels.
The grain solved his immediate food crisis and kept food prices throughout the territory from rising.
At the same time, Levi expanded the workforce building the new city through work-for-relief programs, accelerating construction progress.
He organized civilians to eliminate roaming Kobolds, maintaining order throughout the territory.
He also arranged for farmland to be replanted with crops.
Of course, the most important project was the concentration of a massive labor force into sectional construction teams to build the first cement highway connecting every town and village across the entire Silverclaw Peninsula.
Throughout this process, Levi's influence gradually spread into every corner of the peninsula.
It was under these circumstances that Princess Milissa, the youngest daughter of the Duke of Silverbrook, arrived at the Silverclaw Peninsula.

This massive structure was unlike any city wall she had seen before.

Unable to resist, she took a closer look.
Rows of bluish-gray fired bricks were arranged with remarkable precision along the wall. The outer surface had been finely polished, giving it a smooth, muted sheen.
The wall towered into the sky, standing seven or eight men tall. It looked thick, solid, and imposing.
The gaps between every brick had been carefully filled with some kind of material, leaving the structure seamless and tightly joined, without the slightest sign of looseness.
It appeared sturdier and more orderly than any ancient city wall she had ever seen.
Those hardened seams must be the legendary cement.
At regular intervals atop the wall stood watchtowers.
Like the wall itself, they were constructed from fired brick. Their roofs were covered with dark-brown wooden tiles.
Armored soldiers stood within the towers, gripping spears as they vigilantly scanned their surroundings.
An unmistakable aura of defense permeated the entire structure.
Four city gates were positioned symmetrically around the city.
The gates were built from massive timbers reinforced with iron plating and covered in dense rows of bronze studs.
They looked virtually indestructible.
A wall like this would be difficult to breach even with an army of ten thousand soldiers.
And all of it was thanks to cement.
If the Silverbrook family could obtain this technology, then the Duchy of Silverbrook could construct a wall surrounding the entire duchy.
Foreign invasions would become a thing of the past.
The Silverbrook family would no longer need to fear threats from the other two kingdoms.
Her father...
Would no longer have to wear that constant frown.
The temptation was simply too great.
