After Fen contacted Celeste, Silver Moon City needed post-war reconstruction. Although it seemed like appearing righteous while actually being hypocritical, in reality, once the common people understood these issues, they wouldn’t remain as common people anymore. East Sea, start up!

A night’s rainstorm extinguished most of the flames in Silver Moon City.

The bulk of the Black Sail forces still needed to stay at the temporary encampment in the city for a day or two, waiting for Uborio’s forces to arrive, and for the arrival of the Holy Daughter of the Divine Sovereign Church. According to Fen’s governance strategy, after removing the puppet government, those cultured petty bourgeoisie were purged. Letting these illiterate Uborio people manage the country was foolish; it would still rely on the native Mulong religion, the Holy True God Church, to first take over operational control.

And they still need to wait for... the Seventh Amendment.

But one cannot simply dismiss the combat achievements of the Seventh Amendment before Black Sail arrived, and alongside the Aran Army 24th Division. Without their raids and harassment, the railroad would have long been completed to Silver Moon City, but now it was stuck halfway before Salt Lake City.
