The document read, in its entirety: "He can do what he wants." It was signed, sealed and was, by every visible verification metric, authentic. The signature chain was found to be Black-classification locked, requiring explicit consent from the originating department before its provenance could be traced. The signature, upon successful verification, was confirmed as authentic. It had been authored, sealed, and signed by Runepriest Anrake "The Black Sigil" Vedun himself. Runepriest Vedun holds, per Accord 7-VII and its subsequent amendments, a personal Black-classification authorship credential equivalent in cryptographic weight to the O-13 Council's "collective" seal.
