Following his return from the Black Tower, Vahn enjoyed basking in the sun with Dizzy, Kunou, and Lupheria before meeting with the executive members of the Dragon's Pavilion, which now included an absent Bulma as she had no particular interest in discussions unrelated to her recently formed Research and Development Division.
"It would be my honor to defend the interests and hunt the enemies of the Intertwining Dragon's Palace," expressed Xenovia, her brown, violet-hued eyes glistening with determination and a hint of righteous fury.
"As much as I value your enthusiasm, further deliberation led me to the same conclusion as last time," stated Vahn, appearing calm and dignified as he affirmed, "The obvious danger aside, if we begin dispatching forces into the outside world, we'll need to negotiate and potentially bargain with the various factions in charge of the areas we wish to investigate. Forcing our way into the jurisdiction or territories of others will only give credence to the notion we're attempting to install ourselves as the world's foremost authority while creating vulnerabilities for our enemies to exploit. If I were to lose any of you, I fear many innocent people would be implicated in the pursuit of my revenge..."
"Then what would you like for us to do...?" asked Rias, seated to Vahn's right in the chair closest to the head of their black, gold-adorned marble conference table.
"I believe we should ready a task force, but until the Khaos Brigade takes action against the palace or hinders our administration, we should leave external matters to the Tripartite Alliance and its collaborators..." affirmed Vahn, contending, "It is within their best interest to protect the gates that grant them access to Termina, so it should fall upon them to protect them. The only gate we have an obligation to protect is our main gate situated in Kyoto. The rest...it depends on our dealings with their respective owners."
"In other words, we can provide assistance, but only to those we have an agreement with to do so," stated Sona, principally referring to the gates in the Gremory, Sitri, and Phenex territories.
"Precisely..." confirmed Vahn, nodding affirmingly before causing Misla, who was standing behind and to his left with Venelana, to perk up as he added, "To that end, I think we should employ groups such as Sairaorg's Peerage act as our representatives in such situations. We could also have Heaven, Grigori, and other Factions dispatch personnel to us for training and to be on standby in the event of similar situations. That way, they can strengthen their Factions and aid themselves rather than depending on us to mediate and solve problems externally."
"Which consequently allows us to keep track of the internal development of external forces. Goshujin-sama has clearly put a considerable amount of thought into this..." hummed Ravel, nodding approvingly with her arms crossed beneath her large and bouncy breasts. Vahn was truthfully a little taken aback by her assertion, as he hadn't actually considered the aspect she was referring to, but since it made sense, he offered a composed nod of his own before listening attentively as she, Rias, and Sona hammered out the specifics of the arrangement with input from Xenovia, Grayfia, and Venelana...
