The cabinet he appointed was similarly selected from former mid-level cadres and local parliamentarians. By extension, many of the current heads of various other systems were also his recent appointees.

These people were all his confidants.

Of course, each person’s ability was unquestionable. In this catastrophe, whether for epidemic prevention or reconstruction, one had to be capable of holding their own. Competence was the first priority, loyalty second.
