Naruto: Rebuilding the Hidden Sand

Over the following two days, Yuji accompanied the Fourth Mizukage on a full tour of the Sand Village’s pharmaceutical factories, hospital, and other public facilities. He also personally walked Yagura through the ninja academy’s foundational training curriculum and the specialized academy’s academic and practical programs.

He wanted Yagura to experience firsthand a system that was completely distinct from other hidden villages, extending beyond the medical system into every dimension.

To be honest, Yagura was struck speechless more than once.

Everyone knew the Sand Village’s medical system was exceptional. What he had not anticipated was that their educational system was equally comprehensive and carried its own distinctive character.

Within the Sand Village’s interior, there was an entire dedicated district that had been newly constructed as an educational zone.

Adjacent to the ninja academy stood a vocational school.

This school appeared to focus more on cultivating practical capabilities for ordinary civilians.

Its curriculum was extraordinarily diverse, covering essentially every trade and profession. Craftsmanship, cooking, tailoring, accounting, and many more. The student body ranged across all ages, not limited to adolescents or children.

Some of the instructors were not even from the Land of Wind but were foreigners hired from elsewhere, with competitive salaries and living allowances.

And beside the vocational school was a medical academy dedicated to cultivating medical and nursing personnel for the Sand Village. Its curriculum encompassed medical ninjutsu and healing arts at the level of medical ninja, as well as nursing, pharmacology, and medical equipment disciplines accessible to ordinary people.

In truth, this richness and variety in educational content was something Yagura had never conceived of. It genuinely gave him a sense of having his horizons expanded.

And it deepened his sense of urgency considerably.

The longer he spent in the Sand Village, the more clearly he could see the Hidden Mist Village falling behind in every dimension.

Beyond all of this, the village’s commercial district had a dedicated gourmet food street, a pharmaceutical trade street, various ninja equipment shops and more, showing that the Sand Village had turned economics into an art form. The Fourth Kazekage had even implemented a specific policy to promote economic activity and trade exchange.

Outside merchants were permitted to rent shop space within the Sand Village and conduct their own business there.

Regardless of what goods they sold, as long as the merchant’s background was credible and the nation or village behind them had no hostile or threatening relationship with the Sand Village, after paying a reasonable deposit they could operate business within the Sand Village.

This was why the village had such extraordinary foot traffic and such a thriving commercial atmosphere.

In short, just two brief days had left Yagura with the feeling of having been to school.

He could barely wait to conclude the exchange gathering and return to the Hidden Mist Village, where he intended to replicate the Sand Village’s model and implement it all in the Hidden Mist Village.

The outside world could only see that during this period the Sand Village had deployed large numbers of forces to garrison the Land of Rain while simultaneously launching the Land of Rain reconstruction plan. It had also mobilized substantial manpower to neighboring countries to carve through mountains and dig channels for the Land of Wind’s environmental transformation, while coordinating with the Land of Wind’s Daimyo’s office to encourage civilian vegetation planting throughout the country.

But these were all the visible surface. In the background, changes that outsiders could not perceive were also quietly taking place within the Sand Village.

Once the management systems had been fully refined and could be implemented comprehensively, what the Fourth Kazekage needed to do was simply wait.

The most exhausting and demanding period of his work had been the early stages when he was doing everything possible to plant seeds. Once the seeds were in the ground with the right soil conditions, all he needed to do was wait for the flowers to bloom.

Yagura’s ability to seriously address the Hidden Mist Village’s internal environment demonstrated that in governance management and overall strategic planning, he was genuinely capable. And he had considerable foresight.

At minimum, having grown up and lived through everything that had happened during the Third Mizukage’s era with his own eyes had taught him a great deal.

This made him understand more clearly than most that the change the Sand Village had achieved today did not come from the collective effort of many people. It came from the most central factor of all, the system itself. Systems that made people serve the rules, rather than using mechanisms and regulations to push and pull people around.

And those systems came from the thinking of a single person.

The Fourth Kazekage.

Three days later, inside a sealed arena within the Sand Village.

This was the arena where the exchange gathering would be held. Unlike Konoha’s open-air examination grounds, this Sand Village structure was enormous, capable of accommodating a large number of spectators.

While it could not hold the entire Sand Village’s population, the seating capacity was still impressively substantial. Enough to fill the venue with genuine energy and atmosphere.

In truth, tickets for today’s competition were extremely difficult to obtain. Many villagers who wanted to watch the two hidden villages’ newer generation fighters go head-to-head in person, and in particular to cheer on the Sand Village’s young competitors, had found it simply impossible to get one.

"Mizukage, you look somewhat unwell," Yuji said when he met Yagura before the senior figures from both villages took their positions. Yagura’s expression carried a trace of exhaustion, as though he had not slept the previous night.

"I am fine," Yagura said, settling into the main seat on the elevated platform with a composed expression.

He had indeed spent the entire night awake, his mind running through the Sand Village’s various reform initiatives and working through how each one might be adapted and implemented in the Hidden Mist Village given their different circumstances.

The most critical obstacle was that the Hidden Mist Village simply did not have the financial strength the Sand Village currently possessed. Many plans that seemed promising upon reflection turned out to be impossible to apply directly.

There was also another important factor.

Within the Sand Village, Yuji held absolute authority. Every person followed his orders with complete trust and compliance.

Within the Hidden Mist Village, although Yagura had secured his position as Mizukage and had managed to stabilize the village’s internal situation, senior personnel still raised objections when facing certain of his decisions.

This was the price of how he had come to power. He had needed to distribute the cake, sharing power rather than consolidating it. As a result, his words within the Hidden Mist Village did not carry the same absolute mobilizing force.

In theory, the good aspects of the Sand Village’s model could be imitated by other villages, but whether the imitation would succeed was another matter entirely.

The Fourth Kazekage was not technically an autocratic or domineering Kage, but his accumulated achievements and track record had, setting aside all other noise, drawn the hearts of everyone in the village to him.

That was the rarest quality of all.

And to be direct about it, this situation was perhaps unique to the Sand Village among all the current Kage. Not the Hidden Mist, not even Konoha’s Hokage could achieve it. The Tsuchikage and the Raikage both held sufficient authority within their own villages, but those two villages lacked the Sand Village’s financial resources and certainly lacked its current level of influence across the ninja world.

In summary, Yagura had spent the previous night thinking through a great deal, and the more he thought, the less he could sleep. Eventually sleep became impossible altogether.

Which was what Yuji had now noticed.

He saw the situation and chose not to inquire further.

Shortly after, the arena opened and a large number of Sand Village civilians streamed in, filling the spectator gallery. What had been a quiet space transformed immediately into a noisy and energetic environment.

The competitors from both villages also began their final preparations.

With everyone in position, time was running short.

Yuji spoke first, offering the opening remarks. Then Yagura followed.

When Yuji spoke, the crowd’s roar nearly shook the dome of the arena from its foundations.

When the Mizukage stepped forward to speak, he also received a respectable wave of cheering.

Both Kage made their remarks in sequence, exchanged the expected pleasantries, and then the competition officially began.
