Naruto: Rebuilding the Hidden Sand

"We need to push our counterfeit medicines to market as quickly as possible. The sooner the ninja world can break free from the Sand Village's monopoly on pharmaceutical resources, the sooner other nations and villages will be able to face the Sand Village without the same degree of dependency holding them back."

"As for forming an alliance with the other hidden villages, yes that is theoretically possible. But the problem is that outside of ourselves and the Hidden Stone Village, the Hidden Cloud and Hidden Mist villages do not yet feel a direct and tangible threat from the Sand Village. For various reasons, they may not stand on the same side as us."

"Looking at it this way, the only villages that can realistically act as a counterweight to the Sand Village are ourselves and the Hidden Stone Village."

Mitokado Homura drew a slow breath and laid out his assessment carefully.

"Furthermore, given the Sand Village's current military strength, even if we and the Hidden Stone Village formed a formal alliance, we still could not meaningfully affect the situation already unfolding in the Land of Rain," Koharu added.

"In this Great Ninja War, on the surface we defeated every opponent except the Sand Village. But the costs we paid were severe. The village's internal atmosphere has still not fully emerged from the shadow the war left behind. If news spread that we were entering a confrontation with the Sand Village, it would shake people's confidence at a moment when we can least afford it."

Hiruzen let out a slow breath, his brows drawing together before gradually relaxing. Not in relief, but in resignation.

"Theoretically speaking, there is almost no realistic way to stop the Sand Village's military expansion right now, is there?"

He paused.

"Looking at how dominantly the Fourth Kazekage moved on the Land of Rain battlefield, they clearly went in with complete confidence in the outcome."

He glanced at Minato.

"Minato. What is your reading of this?"

"The Sand Village is not like the other villages. Setting aside every other factor and comparing our combat strength against theirs directly, we are at a disadvantage."

Minato said it plainly.

The Sand Village at this moment was genuinely powerful in every sense. The Fourth Kazekage, Akasuna no Sasori, Rasa, Chiyo, the Jonin who had received Sharingan transplants, and the Sand Village fighters who had benefited from the Fourth Kazekage's extraordinary medical research and now possessed lightning-attribute physical enhancement techniques approximating the Third Raikage's capabilities. Setting aside raw numbers, the top-tier combat power alone was enough to give any opposing force serious trouble.

Furthermore, from the intelligence they had gathered, the Sand Village appeared to have recruited a number of bloodline limit users during the years the Great Ninja War had been burning. Danzo's voice was cold as he laid out what was a very plausible sequence of events.

"For now, the priority is getting the counterfeit medicines to market and resolving the Fourth Hokage transition," Hiruzen said, drawing the meeting toward a summary.

The village needed something to look forward to right now.

Minato's brilliant performance throughout the Great Ninja War had made him the obvious new face for the position. His ascension to Hokage would bring a sense of new direction and energy to the village. And the counterfeit medicines would provide a meaningful economic return, not as lucrative as the Sand Village's pharmaceutical dominance had been, but enough to generate reliable income.

As for Danzo's position, Hiruzen understood it clearly. The facts on the ground simply made it impossible for Konoha to move directly against the Sand Village at this moment.

"Has there been any response from the Tsuchikage?"

Koharu asked.

"There has been contact. He wants to meet. We should see what the Hidden Stone Village's thinking and stance actually are."

Hiruzen nodded.

Danzo looked at the assembled figures and felt a private frustration that none of them seemed to fully grasp the severity of what was developing, nor did any of them appear willing to commit to any concrete action.

He had just received intelligence that the Sand Village had recruited the Fuma clan from the Land of Rice Fields and had already deployed them to the Land of Rain battlefield.

"Even if we cannot move against the Sand Village in practical military terms, we can still use the power of public opinion to attack their military actions."

The thought formed clearly in Danzo's mind.

Damage the Sand Village's reputation.

The Kazekage's intentions were transparent enough. He was systematically recruiting talent from across the ninja world to enrich the Sand Village's fighting force. The Fuma clan was a clear example of exactly that pattern.

As long as the Sand Village could be pushed onto the wrong side of the moral argument, with its image framed as barbaric and aggressive, public sentiment would naturally develop an aversion toward it. The Sand Village had anticipated the arrival of counterfeit medicines on the market long ago. There had never been any way to prevent it.

What followed in the market was straightforward competition, with the two villages undercutting each other on price. This would cause the overall value of pharmaceutical resources to decline sharply.

But even so, Yuji was not particularly worried about losing market share. The Sand Village still held structural advantages that could not be copied overnight. Even producing a convincing counterfeit, Konoha would always be chasing one step behind the Sand Village's product development cycle.

Through White Zetsu's surveillance network, Yuji learned that the Third Hokage and the Tsuchikage had already met privately.

He had anticipated this wave of public pressure long before it arrived. The other four great hidden villages had never been happy watching the Sand Village rise. What surprised him slightly was how quickly and forcefully the narrative had taken shape.

After some investigation, it became clear that Danzo was working behind the scenes, using Konoha's counterfeit medicine launch as a commercial incentive to coordinate with the forces Konoha had reached agreements with, directing a unified chorus of voices to condemn the seizure of the Land of Rain.

The other major hidden villages had no intention of actually allying with Konoha, but publicly voicing a few complaints carried no real cost to them. So they did.

The four great hidden villages were essentially all openly criticizing the Sand Village in unison. What had started as calculated diplomatic pressure had escalated into something resembling a full-scale public opinion offensive against the Sand Village.

But Yuji's reaction to all of it could be described in two words: complete indifference.

He understood that however unfavorable the current winds of opinion appeared for the Sand Village, it was all nothing more than words. There was no practical threat behind any of it. Looking across the entire ninja world, not a single village currently dared to actually raise a hand against the Sand Village.

If these people wanted to shout, let them shout.

It would not cost the Sand Village a single piece of flesh.

Yuji's approach to the entire situation came down to one principle: He had thick skin and no intention of losing sleep over what anyone else had to say about it.

Controlling the Land of Rain and extracting the real tangible benefits from it was what actually mattered. Everything else was noise.
